    mujhe lagta hai aise hi zameen se jude logo ko hi officer ban na cahiye , jisne kabhi dard nahi dekha , garibi nahi dekhi wo dusare ka dard kya samajhega ??? we are here to serve people we are government servant , officers ko khud ko raja nahi samajhna cahiye...
  • dear Macho_Man if you are indian and you dont know hindi i don't have any problem but please learn mandarin in china.

  • Article 343 of the Constitution and the Official Languages Act say that the official language of the Union will be Hindi.

    Article 351, a directive, says it is the duty of the Union to promote the spread of Hindi language, so that it may serve as a medium of expression for all the elements of the composite culture of India.

    छात्रों के भारी विरोध के बाद केंद्र सरकार संघ लोक सेवा आयोग की सिविल सेवा परीक्षा में एक बार फिर बदलाव कर सकती है। कार्मिक मंत्रालय ने इस मामले में संघ लोक सेवा आयोग को अध्ययन करने को कहा है।

    संभावना है कि इस मसले पर यूपीएससी जल्द विशेषज्ञ समिति गठित कर सकती है। परीक्षा पैटर्न में पिछले दो-तीन सालों के दौरान दो चरणों में बदलाव हुए हैं। कहा जा रहा है कि इन बदलावों से हिन्दी भाषी छात्रों को नुकसान हो रहा है।

    कार्मिक मंत्री डा. जितेन्द्र सिंह ने हिन्दुस्तान को विशेष बातचीत में कहा कि छात्रों ने परीक्षा के नए पैटर्न पर असहमति जताते हुए इसमें बदलाव की मांग की है। चूंकि यह मामला पूरी तरह से तकनीकी है और कार्मिक मंत्रालय इस मसले में सीधे हस्तक्षेप नहीं कर सकता है, इसलिए यूपीएससी को इसका अध्ययन करने को कहा गया है।

    छात्रों द्वारा उठाए गए बिन्दुओं पर यूपीएससी अध्ययन के बाद कार्रवाई करेगा। छात्र दो बदलाव चाहते हैं, एक प्रारंभिक परीक्षा से सिविल सेवा एप्टीट्यूड टेस्ट (सीसैट) को हटाया जाए। यह टेस्ट जीएस-2 पेपर के रूप में होता है। दूसरे, मेन परीक्षा में अंग्रेजी के प्रश्न पत्र को सरल किया जाए। यह प्रश्न पत्र बेहद कठिन अंग्रेजी में होता है। जिसके कारण हिन्दी भाषी और हिन्दी माध्यम से पढ़ने वाले छात्र-छात्राएं बड़े पैमाने पर फेल हो रहे हैं। इस प्रश्न पत्र को सामान्य स्तर का अंग्रेजी प्रश्न पत्र बनाए जाने की मांग की जा रही है जैसा कि पुरानी परीक्षा पद्धति में था।

    इसके अलावा छात्र उत्तर पुस्तिकाएं जांचने के नियमों में भी बदलाव चाहते हैं। वे चाहते हैं कि सिर्फ विषय के विशेषज्ञों से ही पुस्तिकाएं जांचवाई जाए ताकि छात्रों का सही मूल्यांकन हो सके। आरोप है कि उत्तर पुस्तिकाए जांचने में विषय के विशेषज्ञों की बजाय सामान्य विशेषज्ञों की मदद ली जाती है

    Passage for comprehension is available in both Hindi and English.( and not in any other scheduled language. Is it not an injustice on students like me who had their entire schooling in regional language and who are neither comfortable in Hindi nor in English? Why we are not getting passage in our languages? A Telugu student of Telugu medium find it difficult to understand English passages and can't understand Hindi either. Double whammy!! We are not protesting... --- Just a thought)
    Now if you have problem in understanding chaste Hindi of UPSC, god save the hindi. Basically you want Street Hindi but that is not used in any official document. Go through them, you will realize what kind of Hindi Sarkar uses.

    Compulsory English passages are small, easier, 10th Std English.. I don't have idea about UP Bihar state boards, but I suppose even Hindi medium students learned English in std X .

    Decision making - that should not be problem for anyone. Afterall you are going to be an administrator.

    LR +Quant - I guess here lies the main problem. It is indeed somewhat difficult for arts guys to score in this section. They must be choking here but they are thinking that English is screwing them.

    P. S. :- I had my entire schooling in regional language, regional board, not-so-good Sarkari school, one of the most backward region of my state. I worked hard for many years to improve my English(spent almost all of my graduation years.) I still cannot claim that my English is as good as English medium guys, but I know now I can survive among them.

    @sniper : firstly the hindi medium candidates should introspect why the language of their education has been hindi since their childhood?....this is only the result of the conservative politics played by the politicians of hindi states. These politician dont accentuate the importance of the english language in their states because their narrow political gains might get hurt by doing this . And the victims of their political game have to suffer later in their educational career.

    I remember the famous quote of bill gates, " if you are born poor, its not your mistake , but if you die poor then it is your mistake".......So if hindi medium guys/gals think that they have their education in hindi language so they are not able to compete in this highly competitive exam, thats ok , i can perfectly understand that..........but why dont they try to improve it ?
    There are two aspects of your argument. The first that these protests are led by Hindi medium students alone. You are wrong. When UPSC introduced the initial changes last year protests took place all across the country. You might have missed, so I am reproducing what thew Hindu reported on 17 March 2013:
    The new proposed pattern sparked protests, with the Chief Ministers of Madhya Pradesh and Tamil Nadu, Shivraj Singh Chauhan and Jayalalithaa, expressing their opposition and seeking Prime Minister Manmohan Singh’s intervention.

    In Maharashtra, the Shiv Sena threatened to disrupt the Commission’s exams in the State if its demand to include Marathi in the syllabus was not met. The issue was also raised in Parliament.
    Now I wonder why Jayalalitha or Shiv Sena had to resort to pressure tactics because going by your arguments students in both these states are well versed in English compared to their north Indian brethren? This would have been a tactical advantage to the rest of the country against the Hindi speaking people. Right?

    This brings us to the second part of your argument - an assumption that other than north India, English is a language of education in most parts of the country. This, like your first argument, is also wrong. English is only the medium of education in much of urban and semi-urban areas. Rural students throughout the country (obviously there are model villages and there are exceptions) grow up receiving education in their native language.

    Instead of asking them to introspect, we should be ensuring that more educational material is made available in Indian languages. I find it ironic that while you are promoting the idea of people migrating to a non native language, internet giants like Wikipedia and Twitter and actively looking for people to translate content in non-English languages. Guess like most things, inclusive approach will also start from outside our country.
