There was a time when I used to hear many rural background students clearing the Civil Services....this year not a single one till now...may be i missed some news...even if there may be few this year , I am sure it will be 0 next year.... The system has entrenched biasness towards middle and upper strata of the society.....the increase in the weightage of GS papers is putting question mark on their ladder to succeed....We all know the differences in the qualities of material in hindi and english....even if they do try to adopt it in english they are too expensive to afford...which village guy can afford these days wizard, frontline , cst, etc....in addition in the modern world of web you need to be updated with lots of information....they need laptops with internet and that too broadband..... Once upon a time they needed 4 good books for their optionals and 2 books for GS....alongwith fufilling all their responsibilities they used to clear it with ease....we used to hear some pursuit of happiness like stories....
We are privileged to have good family support , good academic background , good communication skills, good prospects of ending with a fine job even if we will not be able to crack this exam and now this biased system favouring us to put our feet on the ruins of their success.....Still not able to believe but the reality is UPSC is running the FINAL SOLUTION project!!!!!....
This seems to be applicable to you as well. You have no rights to say anything against people on the basis of language. I wonder that's what you studied in polity and History so far.?
Once upon a time they needed 4 good books for their optionals and 2 books for GS....alongwith fufilling all their responsibilities they used to clear it with ease....we used to hear some pursuit of happiness like stories....
this is cardinal reason for the deterioration of bureaucracy in india. Accept it , that hindi heartland youths dont have the guts to do hard work .They are still living in the pre 2010 era. Just as the Gupta Empire was the golden era of Hinduism in every aspect and dimensions, in the same way , before 2010 any hindi medium guy could have got selected by cramming two or three books, so that time was their golden era. But after Gupta's ,there were many empires created and then destroyed, like harsha, pulkeshin 2, gurjar pratihars, and pala kings . So change is the law of this nature.

Also most of the arts students are clearing IBPS Bank PO/CLERK, RBI, SSC CGL where the difficulty of Aptitude is way way higher than CSAT. Then why are'nt they protesting against them. This is ridiculous.
This is the mother of all exams and in such a situation where the best minds of the country compete you either perform or perish. This is the hard reality which we all have to accept.
While I do feel that these protestors suffer from largely imaginary prejudices, let us not rubbish them off completely. They have some legitimate demands as well. The Hindi passages, for example, are often literal translations of the corresponding English passage and much of the crux of the passage is lost in translation. This renders answering inference based question difficult. Unfortunately in their largely absurd demands, the genuine grievances lose out.
@liverpool Although I like your forceful argument,but the institutional bias that you talk about is prevelent in other areas be it engineering exam, medical entrance, CAT etc where even the medium of examination is becoming online.
Surely a rural aspirant has the same right to get through, however this should not plunge the entire examination into rolling out dole and a process which justifies reverse discrimination.
Remember this examination was an elite exam which was a bastion of people from Oxford,Stephens,Cambridge etc in early 1950's -60's. The rural folk had then also acclimatized himself and succesfully competed. I dont see a compelling reason why they should not now.
The legendary Indian hockey team lead by Dhyan Chand had defeated Germany by 8-1 in 1936 Olympics and guess what most of the team had played the entire match BAREFOOT! So resources only take you that far, the will to fight and succeed takes one beyond one's percieved limitation!

What exactly do you mean by Hindi heartland youths? Because most of the top rankers this time around are from the Hindi speaking belt.
And if you are referring to students who use Hindi as a medium in the exam, you are way off as far as the reasons behind their declining proportion in the final merit list is concerned. For one, their declining success ratio has more to do with absence of quality study material at their disposal than their ability to slug it out. I mean can you even compare Dainik Jagran or Dainik Bhaskar to the Hindu or the Indian Express? How many quality magazines are published in Hindi? Internet - the most important source of information in the present scheme of things is largely in English.
What exactly is a student supposed to do when there is paucity of study material available at his disposal? You can very well google up stuff and gather whatever information you want. Ever wondered about regional language students? Most of the information out their is in English - a language they are not well versed in.
And I have already mentioned about the problems they face in reading comprehension section of Paper-2 in an earlier comment.
There are many reasons why there is a decline of regional language students in the final merit list - their inability to work hard is the most absurd of all.
@sniper : exactly the same thing i was saying , if any hindi medim guy/gal does not able to find the quality study material in their own language, then why dont they switch it over to the english medium. You must be knowing bhai, civil services exam doesnt demand any high quality literature type accented language . The only need for this exam is they are able to write in a simple english language without any grammatical errors, which i think should not be a herculean task for hindi medium candidates. Secondly , this exam is not meant for examining the candidates proficiency in english language . Most indispensable thing is knowledge while writing an answer. So i just dont understand what is the problem with hindi medium guys? Language?....Knowledge?.....Capability to do hard work?.......or some thing else.?
