Not true for ethics. Mera ek dost hai. Quote rattne ka boss hai woh and he uses quotes to an unbelievable level in all his ethics answers. Answer writing bhi bohot sahi hai uska. Finally uska 89 aaye. Ek doosra friend hai mera, no quotes at all, simple, lucid, practical and from the heart likha usne. Similar to yo yo choti, 117 aaye.
Adding to this further. There is a huge difference between 'ethical knowledge' and 'ethical competence'.
By ethical knowledge i mean that koi bhi kuch bhi rattke likh sakta hai to show his ethical knowledge, lekin you will not get a lot of marks.
On the other hand, according to the 2nd principal,.. i.e- ethical competence, don't complicate matters too much, dil se likho with a positive outlook. I can guarantee that you will get above average marks, provided that aapka english sahi hai and you have at least some basic flair to string together sentences in a coherent manner. And by saying english being good, i do NOT mean using bombastic words. Ekdom simple and chill rahne ka.

@raj87 Brother, its not same. Many candidates have same points infact same level of thinking as sources are same many of the times or overall evolution. But there is definitely one thing that differentiates is structural arrangment of ideas so that reader make most sense of it and like it. (For e.g. quote likhne se utna imapct nahi padta jitna sahi jagah par likhne se padta hai) Thats where the difference in marks come amongst many candidates with same level of information thinking or ideation. I myself scored miserably in 2015 (81). Despite knowing all things and writing them but after results i reanalysed wat could be wrong. This time my score was 107.(which is neither great nor bad).but i think i still got more marks than 2015 despite fact that i attempted all questions in 2015.in 2016 i was not able to answer two 10 markers.
My quick time answer to Last year OLD LADY CASE STUDY -

1st line - 1st i will again verify personally whether old lady is truly eligible and only document lack is the problem.. if yes then I will ensure that old lady gets the benefit of the scheme immediately even if it involve some tweaking or breaking of rules.
(Then just dropped key points/lines )
Why-
1. Rules for public not vice versa
2. Bureaucratic Redtapism hv done more harm than good in our country.. in the name of archaic rigid rules evn genuine public interest not served.
3. Erosion of public faith in the system due to blind rule driven follow up
4. Any good public servant should not just understand well the laws but more importantly the loopholes of the laws..so tweaking of laws always possible but only thing is it should be done in OPEN TRANSPARENT AND PUBLIC INTEREST DRIVEN MANNER WITH INVOLVING/INFORMING THE SENIOR HIERARCHY EXPLICITLY
5. I will search the provisions or loopholes available thru which i can give benefits to the lady firstly and timely. I will personally verify and write the file noting that although no document but i as a competent authority is reasonably satisfied that she is a deserving beneficiary. (Intelligent transgression of the law !)
6. Then once this is done i will search for alternative like quick making of her requisite documents within a reasonable period and then attach them for official record maintenance purpose.
7. Now i wil ensure that scheme provisions is changed to institutionalize such kind of Exceptional cases and there redressal in a proper And objective manner like Tehsildar approved affidavit or self attested affidavit valid for some time if genuine beneficiary etc.
8. Finally i know that sooner rather than later i will be questioned or even can be brought to court ..but it's ok.. i am young plus knowledge but the old lady have nothing.. so i will be ready to bear all the pain of legal proceedings to get a genuine old lady beneficiary her due benefits on time.
9. As ex PM on CS day function said " A public servant should be Biased towards the poor destitute and vulnerable sections of the society."
So i will happily take this biased step to help the old lady.
i got 56/250, let me also share what i wrote so that people can make me aware of mistakes.
Wrote it in a elaborate way, but summarizing it here in points, 1. Rules are there for both ordinary and extra ordinary situations. This is an extra ordinary situation and i will have to ensure that i "apply" the rule in such a way that the aim of the rules are maintained. 2. The aim of the rules pertaining to this schemes was to make sure the scheme is efficiently delivered to everyone and also make sure no multiple persons or ineligible person gets the benefit of the scheme. 3. Lady does not have documents, so there are two things to consider, establishing identity of the lady(To prohibit multiple benefit case) and ensuring that her age is as per the requirements of the scheme. 4. For identity, Bio metrics will be scanned and stored into database. 5. For ensuring age is proper, will be referred immediately to a doctor to get the necessary tests done. If such cases are large, a doctor's camp will be set up in the office or if this is an isolated case, a person from the office will accompany the lady to ensure things move smoothly and quickly.
So i gave this solution
Mistakes according to me, 1. Did not relate it to the current system in India - While talking about bio metrics etc i should have quoted the provisions from the aadhar card and linked it as an example. 2. should have mentioned more words like transparency, bureaucratic attitude, red tapism etc. I mean i totally ignored the theory and just gave a practical example of how i would solve it.
Please everyone feel free to point out more mistakes.
The biggest mistake you did was, your obsession towards rules and procedures. The real intent of a "public" servant is to side with the public not with rules. Rules are only a means to an end. The idea is "The existence of the govt. is useless without serving the people who need it". So the thought process should be deliver first, verification later as this is an exceptional case. Red-tapism is head-ache of India and your points were siding with red-tapism
I got 89/250... I wrote mains a blue moon ago in 2013.. even then my number was not great.... Looking back , I realised cold rationality and practical approach do not help ... My pathologies can be diagnosed with my writing on ' old lady case' ( I wrote in light of my current job experience in Govt. and theories I learnt from book)... I don't remember exactly but I included these points... As bureaucrats are creature of law they can't violate it. I have to honour the rules.. I ll see if my discretionary power allow, I ll get her max benefit... Will involve Ngo.. will write file noting of my steps.. and so formality and rule bound approach.... Yes I forgot the gist of rule and administration to help people ... Even if it is pure noble and theoretical.. I became too practical hence rigid.. that examiner sensed... I might had sounded ' hypocrite and liar' as I don't knew Gandhiji Seven sins but pel diya 7 sin ( I could haVe admitted honestly that I am not able to recall ) .. I think bit by bit examiner stitch our image and award number accordingly.. So I conclude honest, humane and practicable solution must be answer s to ethical questions

(b) In this way it also brinngs deterrance to some acts which can disturb the peace and harmony of Harmonised society ex UAPA( Unlawful activities prevention acts) (c) There ar various enabling legislation for the weaker section of the society like Reservation for SC/ST/OBC and Anti Dowry Act etc (d) Law aims to protect individual fundamental rights like freedom,euality etc. At the same Time Social Harmony is ensured by Laws through specific legislation ex 153 A of IPC (e) Machinary like direct periodic election to legislature, Judicial Review , Constitutional Amendment , Appealte mechanism in Judiciary , Rule of Law aims to reform Law to achieve the objective of the progressive society.

Which can alone led to the abolition of child labour in India and world. In this way we see that law without supporting ethical society and culture leds to poor implementation. If a synthesis between the two is done we can expect transformation of our society.
