My quick time answer to Last year OLD LADY CASE STUDY -

1st line - 1st i will again verify personally whether old lady is truly eligible and only document lack is the problem.. if yes then I will ensure that old lady gets the benefit of the scheme immediately even if it involve some tweaking or breaking of rules.
(Then just dropped key points/lines )
Why-
1. Rules for public not vice versa
2. Bureaucratic Redtapism hv done more harm than good in our country.. in the name of archaic rigid rules evn genuine public interest not served.
3. Erosion of public faith in the system due to blind rule driven follow up
4. Any good public servant should not just understand well the laws but more importantly the loopholes of the laws..so tweaking of laws always possible but only thing is it should be done in OPEN TRANSPARENT AND PUBLIC INTEREST DRIVEN MANNER WITH INVOLVING/INFORMING THE SENIOR HIERARCHY EXPLICITLY
5. I will search the provisions or loopholes available thru which i can give benefits to the lady firstly and timely. I will personally verify and write the file noting that although no document but i as a competent authority is reasonably satisfied that she is a deserving beneficiary. (Intelligent transgression of the law !)
6. Then once this is done i will search for alternative like quick making of her requisite documents within a reasonable period and then attach them for official record maintenance purpose.
7. Now i wil ensure that scheme provisions is changed to institutionalize such kind of Exceptional cases and there redressal in a proper And objective manner like Tehsildar approved affidavit or self attested affidavit valid for some time if genuine beneficiary etc.
8. Finally i know that sooner rather than later i will be questioned or even can be brought to court ..but it's ok.. i am young plus knowledge but the old lady have nothing.. so i will be ready to bear all the pain of legal proceedings to get a genuine old lady beneficiary her due benefits on time.
9. As ex PM on CS day function said " A public servant should be Biased towards the poor destitute and vulnerable sections of the society."
So i will happily take this biased step to help the old lady.

In old destitute woman case study first i had mentioned fact and moral issues involved, then answered part a and b separately.
Part a- rational way to resolve dilemma -> here i mentioned governance approach in which i said public authorities need to collaborate with other institutions like ngo, old age home, charity institutions. I will seek help of these institutions for the immediate needs of the old woman. Then 1) I will help in preparing documents from pri/ulb. 2) I will also inform higher authorities of the situation and request for minor tweaking of rules /treating her as a special case. I will also look for any discretionary space which i can use with transparency. This way i will solve the dilemma. (helping women without breaking rules).
Part b-> why(justification) 1. Following rules is very imp, there is a difference between civil service and social service. Breaking rules will estb wrong precedence and may be corruption later on. 2. Ngo, charity institutions are more flexible. 3. She needs immediate help. 4. Document preparation will take time. 5. If indeed any deviation /tweaking is required then its good to inform/ involve higher officials.

A very reasoned answer. It cleared some doubts as to what is the extent to which one can go when it comes to tweaking rules and exploiting lacunae when it comes to decision making.
I handled this case study on individual vs general problem in individual problem approach without thinking of documents would try to help lady because she is human first and other identity comes later atleast she is vulnerable due to age factor she needs protection even a single foodless day can take her life and right to life is for all even for foreigners ....for middle range solution will work document verification and and all such things and will involve ngos to work for old persons in general problem approach I will find out the status of such old persons and after analysing all local issues will send report to higher authority and demand proper inclusion of such issues in policy formulation
Last para is very imp bhai. Policy is formed when it is implemented and vica versa. Mid course correction and monitoring forms imp pillars of policy cycle. Will keep in mind.

Ku6 nhi bss 4 case study phle ki.. fir sec A ..fir bchi hui case study.. simple and to the point short and pointed answer.. used 1 or probably 2 simplest possible flow diagram(s) .. kept it centered to the demand of the answer.. used Ethics terminology normally .. tried to link with real life examples at some places like in SWM question.. at one or two places linked ARC etc.. apart from that few simple yet effective english quotes .. bss sir g itta hi kiya baki writing speed allow nhi krti jyada experimenting meko
Does writing names of thinkers/writing quotes fetch that extra marks to push scores above 115 ? Got 105 this time.Wrote rubbish in 30 marks in section A.Trying to figure out where I can improve.

Bhailog ye qoute pe upsc wale itna q khus hote hai..essay aur ethics me qoute demand karte hai..kisi 3rd person ka qoute unka acha lagta hai..aur jo hum apna orogianal "qoute" 200 word me likhte wo bekar hai....q xhakkar hai ye..mujhe to apna kudh ka ratta mara notes nahi yaad ata exam me ..ye gandhi mandela ka qoute kaha yaad ayega... .
