You have recently cleared ur State Civil Services Exam and u are posted in an area ,which Is communally sensitive.As the Tehsildar of the area u have to deal with instances,in which even minute instances like' Chilred fights' Take communal colour.Morever the area is famous for it's' Gun culture' And 'Bahubalis' and police serves as mere spectator.You learned that the previous Tehsildar lost his life ,in one such incidence ,where some communal elements were involved in a land dispute.Your District's DM has instructed u to Solve the same Land Dispute,among Two Different Communities,otherwise A State-wide Riot can happen. What will u do? a.Leave the matter as it is. b.risk ur life and try to solve the matter. c.tell ur DM of ur inability to solve this matter and seek transfer. d.Do something innovative and Out of the Box. In a diverse society where there is increased communal polarisation, even small incidents can break the threshold and violence and flare ups can follow. As a Tehsildar, I am posted in such charged atmosphere, where anger, hatred and instruments to vent out anger (guns) are aplenty. The immediate cause of violence has been the land dispute and a civil servant had to loose his/her life. A fair and just resolution of the instant case shall be found quickly as leaving the dispute to go on will only lead to wound pestering.
a) Leaving the matter as it is will be like wishing the problem to go away on its own or pigeon closing eyes on seeing the cat. Further, it is risking the public order of the area as flare up can happen any time. Thus, a civil servant shall look for resolving cases and not try to be oblivious and indifferent to reality to bide one’s time.
b) Tehsildar has to resolve the matter. Now here, one has to act innovatively. See what are the claims and counterclaims over the land. Get the Leaders of both the communities and see if they can come any sort of settlement. Put pressure on them that if they do not reach the settlement by consensus then I have to give a decision which may affect one party negatively. Or I can even say that filing the cases in court will lead to disputed property being taken in custody of the government and thus will be of no avail to any party. Thus, Tehsildar has to try to resolve the matter. If parties do not find settlement on their own then I shall give the verdict.
In the meantime, also reduce the other conflicting points. Try to bring harmony in the area by organising meetings and addressing the grievances of the communities. Request the DM to reign in Baahubali’s by a reassessment of the arms licenses in the area and revoking the licenses where the holders do not meet requirements.
Thus, the matter shall be resolved and overall harmony in the area shall be established.
Question-----> Explain "Emotional Competencies". What are the significant emotional competencies of the following: (a) Law enforcement Officers (b) Tax Collectors
My answer
Emotional competencies can be defined as ability of individual to consciously understand and manage one`s own emotion as well as those of others. It helps in rational decision making in face of emotionally charged situation and increases efficiency, improves general atmosphere and enhances public trust in Institution.
For example If family member of a rape victim starts abusing a police officer out of sheer frustration of slow pace of investigation, an emotionally competent officer will not shout back. He, instead, will try to calm down the person while showing empathy to his situation and explaining to him various road blocks in investigation. He will assure his best effort.
Law enforcement Officer - Control over ones emotion in face of situations which may lead to emotional breakdowns like witnessing massacre of people in caste or communal violence - Evaluating situation objectively instead of being swayed by emotional attachments - Acting as per rule even when own emotion tempts one to do otherwise.... like If a religious place is to be shifted to make way for road building, a very religious officer still should carry out the task and deal with protesting crowd. - Managing emotion of crowd or that of his own subordinates
Tax Collector - He should not get over enthusiastic and resort to tax terrorism - He should objectively access one`s finances based on documents instead of being influenced other factors towards which he is biased - Managing emotions of his subordinates who might be having extreme ideologies like rich should be forced to pay very heavy tax or rich must not be taxed at all to incentivise more wealth creation.

Good that you have used small paragraphs. Good suggestions..... but your last para could better be written in points to make it more visible to examiner. Use words like "Impartiality"----- Objectivity"------ "emotional intelligence--- to manage emotion of charged leaders of both communities"
How would you react in a situation like, say, 'human shield incident' in Kashmir if you were A. Boss of army major B. Local Kashmiri
Human shielding can be justified on several grounds but hiw would you justify it on ethical ground ?
Suppose you were Lord Curzon ...Your subordinates are facing administrative hiccups due to large size of Bengal which has more population than UK....You know Bengal can't progress if it is not divided into small governable provinces..However you are advised not to partition Bengal as propaganda machines are ready to paint you as thriving on 'divide (Hindu and Muslim) and rule' policy.what would you do ?
If you have to take decision where you have to either loyal to GoI or listen to your inner voice... Is contemplating resignation a viable option ?
These are the worst times for Kashmiri Policemen. They are being sent threat letters from extremists to resign. Thousands have already.
Hypothetical scenario on this real incident: your brother (policeman) had been encountered by these extremists...You are currently posted as policeman in anantnag... Your mother is justifiably very worried and want you to give in to extremists's demand. In these difficult times, you are the only one to take care of mother .... What actions would you take.
How do you justify Gandhi's 'do or die' ....Was country prepared for it unlike chaura chauri incident ?
Suppose you were Subhash Chandra Bose . You have approached Stalin for India's liberation. Stalin has cited certain reasons for how he can't help you.... What are options available to you .... Would you contemplate approaching Hitler ?
Does evaluator want a balanced ' ethically correct' answer or decisive practical efficient answer ? Can we give solution which may not be ethically best but the most pragmatic solution... Hope u all get my point..
