    You are an upright young IPS officer in an area with rigid patriarchal system.
    The crime against women in this area are rampant but no voice is ever raised. Even if it is raised, it is hushed very quickly. In a recent public function u met a girl, who had topped her college exams and stood first in whole state. She carried on her studies despite heavy odds and saw u as her role model and wanted to serve the nation just like u. U secretly admired her and was falling for her. Few days later u got the news that a girl has been brutally sexually assaulted and has been killed. When u go there, u find it to b the same girl, whom u love...
    What will be your course of action in this highly emotional case?
    Will u take matter in ur own hands and punish the culprits, as Public anger is against the culprits?
    What will u do, so that what happened to that girl, doesn't happen to any girl again?

    Sexual assault and violence against women are heinous crimes which violates the dignity and life of women and conscience of society. Enslaving nearly 50% of the population can be no good to a society and flies in the face of all our thinking on human rights. Thus, the crime against women shall be treated on urgent and priority basis.

    While in this case my personal emotions are attached but even if they were not an upright honest police officer shall feel the pain of the victim. The fact that crime happened against the girl who was going to college will make the people of the area further sceptical in sending their girls outside, this will mean a total loss of public faith in the administration. What is the use of State which cannot even provide law and order.

    Thus diligently one has to pursue the case on an urgent and priority basis. But this does not mean taking law into one’s hands and punishing the culprits. The reason is that, one, police officer is not adjudicator of law so judge is the proper authority to decide the culpability of any person and second, the trust of people shall be built in the justice system. People shall have faith in institutions that they can deliver and also the institutions last while the police officer may go tomorrow. Thus, for longer lasting law and order maintenance rule of law shall be followed.

    Indeed, bringing the culprits to book in one case may set an example, but more steps need to be taken so that crime against women is eliminated from the area. The steps include, setting up emergency response teams, police control room vans, helpline numbers, lighting the dark and vulnerable areas also their vigilance, checking other illegal activities in the area. Further, police shall become more citizen friendly. These are the steps that can be taken by the concerned officer himself. However, much more policy reforms are needed like the police reforms which make the police, autonomous but accountable and transparent like the recommendations given in the Prakash Singh judgement case by Supreme court. People can be made known these recommendations so that pressure can be built upon the politicians to ease their hold of the police and let it do its work.

    Thus, while this case close to my heart shall be brought to close quickly but one has to go extra mile in reforms so that such cases of violence against women are eliminated.

    Although you write well, you need to rethink your answer writing strategy bro. You wont have the luxury to write such lengthy paragraphs in the actual exam. So try being more objective and write to the point.

    U hav written well, but the answer is lengthy, try to write to the point.the question was given in parts, answer should b partwise too. Measures to b adopted are Gud. :)

    In old destitute woman case study first i had mentioned fact and moral issues involved, then answered part a and b separately.

    Part a- rational way to resolve dilemma -> here i mentioned governance approach in which i said public authorities need to collaborate with other institutions like ngo, old age home, charity institutions. I will seek help of these institutions for the immediate needs of the old woman. Then 1) I will help in preparing documents from pri/ulb.
    2) I will also inform higher authorities of the situation and request for minor tweaking of rules /treating her as a special case. I will also look for any discretionary space which i can use with transparency.
    This way i will solve the dilemma. (helping women without breaking rules).

    Part b-> why(justification)
    1. Following rules is very imp, there is a difference between civil service and social service. Breaking rules will estb wrong precedence and may be corruption later on.
    2. Ngo, charity institutions are more flexible.
    3. She needs immediate help.
    4. Document preparation will take time.
    5. If indeed any deviation /tweaking is required then its good to inform/ involve higher officials.

    otherwise gs was good ..439....essay 161 ....although many have got 150 plus in essay
    pls guide a newbie for ethics ! If someone has to start from ground zero level for 2018 , what should he read for ethics?
