I don't like to use demeaning phrases like "Jungle Raj".
Such a parochial way to looks at things Sorry but It seems u have been in some sort of coma with respect to the state of affairs of India especially the eastern part. The reason for this statement are:
1)All those politicians/criminals that u can identify with the so called 'jungle raj' are either behind bar or are rendered insignificant
2)An illiterate laborer of a north Indian state can't be treated as a flag-bearer of his/her state's reputation. His/Her misdeeds are the result of his ignorance of the law of the land as well as an act of being swayed away by wanton desire as a result of crude lifestyle and improper education
3)There is a symbiotic relation between the employee and the employer in the industrially developed states of India. There is no way industries in Gujarat, Maharashtra can reap such good profits without the cheap labor supplied from the North. Localites from Gujarat and Maharashtra are not willing to do such menial job at such low rates as the northies manpower. Due to geographic/economic advantages........Industries are more suited to these area and country's manpower makes an exodus towards west coast. This happens in every part of the world ..... India is not alone.
4)A wrongdoer should be identified as an unrefined Indian who should be taught a harsh lesson rather than being regionalised as a Bihari or UPites
5)politicization of situation in Gujarat makes the whole situation even worse. If you can't do without Bihari laborer then try reforming the odd ones
6)This problem is a viscous circle in which these lower class laborer are trapped. I will try to replicate it as follows::
a) To nourish themselves and their families. laborer migrate in millions to Industrially developed states.
b)he finds jobs at much lower rates (supply is more than demand) which supports him only to sustain himself and send some to the family.
c)meager income forbids these laborer to maintain a family in their karmbhoomi. Without a family to satisfy spiritual, social, bodily needs, one in millions of these crude individuals might sometimes resort to illegal mode to satisfy themselves resulting in erosion of prestige of entire north Indian community.
d) This loss of reputation is first followed by out-migration of laborers (due to political reasons) and then by in-migration to achieve an equilibrium results in renegotiation of wages and further downgrading of wages and the circle continues...........

I have highlighted the root cause of the issue. 'Political will' is the driving force afa 'public policy' is concerned in a Democratic country like ours. What else can you expect if that "will" itself is corrupted?

Disproportionate migration in any area will create problems. Solution is three fold.. 1. Creating employment and growth in native state. 2. Strict Law and order. Act as a deterrent for anti social elements. 3. Creating a cultural bridge between two communities, inculcate toleration.
Cultural clashes are inevitable... "Australia considers banning new immigrants from big cities for five years" Migrants also back bone of large cities in Australia, still resistance. Why बिहारी and up people are forced to do such low paying menial jobs, In rajinder Nagar they sleep on footpath, bath in open, drive cycles for whole day to earn some money. Because their native states have failed to provide even basic survivable jobs. They can't even ride rickshaw for a living because of low purchasing power.
Bihar aur up wale apni Barbadi k liye khud hi zimmedar h, yeh khud hi ghatiya leaders ko election m elect karte h, to phir Kaha se inka development hoga.
