If this country has been progressing well with 50% reservation, some places more than 70% then it will not fall for 10 seats from lateral entry and become inefficient. Process should be transparent to bring efficiency into the system. Montek singh ahluwalia was also a lateral entry civil servant at much higher level of authority.

And please read more about lateral entry. Go through 2nd ARC recommendation, previous civil service reform committee recommendations, history of efforts towards lateral entry if any and then comment apolitically.
