What is the Expected Cut off for UPSC Prelims 2017?

    I am well aware of all the discussion and all the sources quoted.... this i am quoting to indicate the view UPSC might be holding... which is also dominant view.

    Reagarding IVC also there was a question in UPSC 1995 to match correct option... and one being surkodata- horse remains. This may also indicate answer of the horse question

    Atlwast UPSC accepts proof of existence of horse

    Constitution has provided every citizen right to vote and to contest in the elections. Though our constitution has provided certain qualifications regarding who can vote and contest yet the same is also regulated by an appropriate act, Ropa 1950 and 1951 enacted by the parliament .
    Fundamental rights are those which fundamental for the overall development of citizens and are guaranteed under part 3 of the constitution.Limitations in rtv and contest don't require special process of amendment(as in case of fundamental rights)and the same can be done either by
    1)an amendment in the constitution by simple majority , for those aspects mentioned in the constitution or
    2) by appropriate regulations for aspects mentioned in ropa1951 and ropa1950
    Hence rtv and contest is not a fundamental right but a constitutional right which is regulated and can be limited through regulations framed under ropa.
