  • Ok guys i had filed complaint at public grievance i received following note with case as closed.

    This is a policy matter and such decisions are taken after in depth examination in consultation with all stakeholders. However, your concerns have been noted.
    so we shud focus on dopt,pmo n Jitendra singh along with rajnath singh...jo hoga politically hoga.
    Yes i think so but it might help if large number lodge their complaints they too should know that large section has been affected due to last minute change! It will nt bring difference but huge number ll mk them aware that people ll nt be silent in case of such random decisions
  • A Few questions that we need to consider, especially before we go to meet Baswan and T Jacob. I am not saying that these are the objections that they will raise ,but in any case we should be prepared with answers.

    1. if T Jacob says "this change was only in evaluation and marking and not in syllabus or exam pattern"?

    2.if Baswan says "age has already been increased and is already quite high"?

    please suggest what we should answer. only serious arguments plz.
    I see people have answered these nicely, few more points you can consider

    1. What if gs paper 1 was made qualifying and CSAT only to be considered for merit evaluation.
    No change in syllabus in this too.
    2. By making CSAT qualifying, you effectively made CSAT as a prelims for prelims. And in this prelims only those would be disqualified who bring less than 66 marks out of 200, rest all would be selected not just 15000.
    3. If last time English language comprehension questions were removed and transalation issues taken careoff this time, which were the real bone of contention between authorities and people fighting against CSAT, why this time CSAT was made disqualifying? (This is a very strong que which must be asked in face-to-face meeting, I believe). Not to mention abrupt 3 month before changes

    Possible answers
    1. During the period 2011-2014 the CSAT paper played a predominant role in ensuring selection for CSM because of the very design of CSP (paper wise cutoff etc). Until the 2015 notification, all aspirants were compelled to put most of their focus on Paper-II. After the notification suddenly we had to divert the entire focus to Paper-I.
    Hence the change in evaluation pattern in effect shifted the entire competition from one pole to the other.

    2. Increasing attempts would in no way ensure selection by rote learning as UPSC now a days goes for checking analytical skills by setting innovative and novel questions in CSM.

    i think before 2015 change we cant say that it is 12.5% role.as there was a separate paper with separate syllabus. it was mandatory that 50% marks will come from that 50% syllabus,not 30%/20%.as gs paper syllabus 50% of total, marks also 50% of total.same for csat paper .how can we say that csat paper had 12.5% marks in merit?

  • previous year topper(920 in mains) would not hv been possible if csat made qualifying....76 in gs....so ds is d ex one cn quote fr argument if point regarding cgning weigtage cms up

    This is what has been stated by DoPT itself in its CAT affidavit in defence of additional attempt to 2011 candidates.
    "CSAT format was introduced in the year 2011 for the first time and aspirants of 2011 can be very well said that they have suffered by the sudden introduction of CSAT"

    I had the same thing in mind but did not comment as i thought my critical approach woudnt be appreciated.

    Yes , Ira singhal's example makes for a powerful case and must be quoted in face to face meeting
  • had this paper been on the lines of 2011 2012 gs paper story would have been different. its not that we could not get proper time to prepare but its because paper was very substandard. i think this demand also be linked whenever anyone meets any minister of upsc official .that please dont make such substandard papers where almost 5 -6 questions have multiple answers and rest 10-15 questions are of bank /ssc standard..just a request
