A Few questions that we need to consider, especially before we go to meet Baswan and T Jacob. I am not saying that these are the objections that they will raise ,but in any case we should be prepared with answers.
1. if T Jacob says "this change was only in evaluation and marking and not in syllabus or exam pattern"?
2.if Baswan says "age has already been increased and is already quite high"?
please suggest what we should answer. only serious arguments plz.
See u can say 6 attempts over higher age limit will encourage aspirants carrying experience in various fiels to enter administrative jobs.such experienced and diverse group of officials add new dimensions and ideas to whichever domain they need to serve.
With increased flexibility in age and attempts aspirants may go for other jobs and education and avoid unemployment in case they fail in UPSC .A candidate with experience may return to job after gap but for a candidate who has huge break without experience may find it tougher to get into jobs!Dont knwo about others but many companies have no more than 2 yrs gap policy for fresher level entry!
But marking is paramount. If you remove half the syllabus from marking, it means months of wasted efforts, and complete change in strategy .... competitive exams are all abt strategy, you figure out what you can do best, what can get you most marks and then work accordingly but if you change it at last moment then ppl suffer ..... Given that 10 lakh apply and 5 lakh give the exam, you can ask questions in Chinese and still will be able to select 15000 ppl but that doesn't change the fact that the exam process was inherently unfair.
Age limit is Not high. Most countries do not have age limits to work for govt. our state services have much higher limits. this 30/32 is nothing but a colonial construct whereby we are eliminating a huge chunk of ppl from competing in the exam. Average age of ppl being selected in CSE is going up. (you will have to check the data) ... cost of education is rising.. a mba/mbbs/ engineering degree costs lakhs. ppl work for a few years in the private sector so they can pay off the education loans ... one can argue that why are SC/ST/other categories allowed a higher age limit ? The same reasons that stop them from competing in early 20s also stop general category from competing in early 20s ... families are becoming small, so you have the 1/2 children families whereby one person is now financially responsible for the entire family. he cannot simply sit at home for 4 years without having worked and saved substantially for his family. same reason - cost of living is going up. so need to save before we give the exam. Even preparing for the exam cost huge money. The world has changed but the CSE process and age limits have not changed to reflect that reality.
