Please review!! ************************************************************************************** “Fixed minimum tenure would not only enable the civil servants to achieve their professional targets, but also help them to function as effective instruments of public policy.” Critically evaluate. (200 Words) **************************************************************************************Judiciary in its recent verdict has asked Govts to ensure formation of civil service board to decide on matters impacting civil servants such as frequent transfers, which at present is under the domain of executive, and are said to be abused by willing politicians who misuse it as a punishment for officials who refuse to toe the line.
This is a welcome development and helps in many ways to make the services more accountable to public and gives officers a better working environment.
Following are the advantages in this scheme of things 1. Promotes accountability in system 2. Allows enough time for civil servant to appreciate ground realities 3. Blame of bad decision cannot be passed on preceding officer easily 4. Staff and public also develops informal bonds with honest officials if they stay long 5. Better work life balance for officers 6. Planned efforts can be made for schemes requiring long term approach 7. Adjustments can be made in programs needing periodic evaluation
Thus we can say that this is a very welcome step towards the civil service reforms and must be implemented in letter and spirit.
************************************************************************************** “In severe international conflict scenarios, to resolve an issue, often the solution can be found through diplomacy, not by intimidation or war.” Comment. (200 Words) **************************************************************************************Diplomacy is a very potent tool for peaceful negotiations between sovereign nations. It allows policy makers to make adjustments and show flexibility when needed without involving public sentiments in sensitive issues, which often are difficult to negotiate otherwise.
Following are important in this context 1. Diplomatic negotiations offer some space for each side, unlike military solutions which are often one sided. 2. Avoids cost of war, reconstruction and loss of lives. 3. Offers equal footings irrespective of military strength. 4. Offers avenue for healthy dialogue to build mutual trust and understanding. 5. War is unlikely to provide solution when both sides are equally strong and committed. 6. Close room negotiations can offer more flexibility to decision makers as public sentiment is yet to be involved.
We have seen in past that in many of the critical situations catastrophic war has been avoided with help of peaceful negotiations between diplomats. Even nations like Iran-America with polar opposite perceptions on several sensitive issues are engaging through diplomats to avoid faceoff. It is going to stay here with us in long term as potent weapon for conflict resolution. The best thing about diplomacy is that it helps in avoiding an immediate humanitarian crisis and buy more time for sense to prevail.
Your answers are nice. Approach is also good but typing and writing are different. Also why don't you tty to write answers to the questions posted in thread instead of your own questions? That will give you a comparison and also will test your alertness and readiness to the exam. Though exam is far, it would be better to prepare yourself for unexpected questions since you can get as many as 25 surprises on one day in the exam. I actually like this way of points and paragraphs.
@efgritesh Nice try, I agree with Bharat, actual writing will be more benficial. For your 1st answer I will subtly add that forming CSB will not take away executive power to transfer, it just requires the reasons to be noted - which ensures transparency. This will balance the overall tone of the answer.
@sandy88 Read your answer on post 90 women issue. To me it seems a little generic and more of status of women post 90s, and feels off focus to the main query i.e "impact of post 90 economic reforms".
We all are trying to improve (content, language etc.) .. so keep going, you will improve your english as well. My school teacher used to say (and I agree) that best way to learn good language is reading good books. Read plenty and sooner or later it helps. Listening to english news and other english content will help as well.

@efgritesh - in the first question that you answered, you have been asked to critically evaluate it. In that case shouldn't we write points against the topic.
If my question is wrong please forgive my naive understanding.
