I believe atleast some of the ppl here have not seen the "District Training Ready Reckoner" prepared by the 2007 batch IAS officers. It provides a good insight into the administrative culture and other issues of different cadres and may help you in properly putting your choices in the DAF.

this system of allotment is long gone... now they just take your state preference and allot according to your merit as simple as that. Rukmani Riar couldn't get her home cadre of punjab because there were no vacancies in general merit category for punjab in 2012 batch.
Actually both methods are used boss... First they try to allot posts from your order of preference... If none of your preferences are available i.e If you didn't fill preference for some states... Your name will be kept aside and after filling the cadres for people who opted for them respectively, You will be allocated remaining cadres in that Block-Alphabetical system...
Also another correction, Rukmani Riar could still get her home cadre even with out insider UR vacancies in her state. If there is one or more reserved INSIDER vacancies for which no candidate is available in that state, then that RESERVED INSIDER VACANCY is converted to GENERAL INSIDER VACANCY in that state and some the GENERAL OUTSIDER VACANCY for which the candidate would have been allotted would be converted to RESERVED OUTSIDER VACANCY of that state... Thus the Vacancy that would have otherwise cone unfulfilled in now filled with out altering the overall number of posts in both reserved and general...

Para 7 (a) of the Cadre Allocation Policy, when no candidate is available against an insider SC vacancy in a cadre, the same shall be filled up by bringing in the senior-most insider officer available in the merit list of ST candidates (failing which in the merit list of OBC candidates and in the meritlist of unreserved candidates in that order) and shifting the SC vacancy of the cadre to the cadre to which the incoming officer would have normally been allotted against the available outsider vacancy in his category (failing which to the next cadre in alphabetical order in which the outsider vacancy is available).
