63% is cool if you are planning for PhD. I myself do not know the procedure for PhD but it is important to check the univ websites around this time for admission notifications etc, especially if you are interested. Otherwise no need.
You answered the question that is on my mind - "Do I have to do really well in assignments or just answering from material is sufficient?" From what you have just said, I think it is sufficient to use just the material instead of google/ Wikipedia etc to frame answers. But, the problem is I need to get a good percentage in 2nd year to get the "First Divison" thing.

My ignou study center is Shyamlal college. Wanted to know if we can submit the assignment on a weekday? Hope the coordinator will be there. I wish to submit it on 30th monday and pay my exam fee on the same day. Will I get the acknowledgement of submission of assignment immediately or will it take time?
Also @oasis I assume you cannot type your assignment. Itna bhi gaya guzara ho sakta hai kya? Material toh acha banaatey hai.
Also I read above people assuming 55% is enough to get an MPhil or PhD admission. I am not sure all reputed institutes appreciate Distance learning. I have filled MPhil application for JNU this time and I think they mentioned that they needed a full time MA degree. I am not cent percent sure but you guys better check it.

@jwalker_10 : You can submit on a weekday but Monday, I don't know about your study centre but mine takes a holiday on Monday. So please check with your study center/friends before going there. Last time I went there without this piece of knowledge and was disappointed. They work on Sundays though, to cater to working people. The acknowledgement is usually given on the same day and it might take an hour or so (depending on the rush) to get the Coordinator's signature but yeah, can be done in a day.

Gold medallists of last two batches in pol sc. had scored around 68% and 71 %.
