If my past experience is any guide, it usually happens in polity that you need to write very specific answers. Even those guys who think that they have cracked the GS-2 paper can get low marks. Last year, most people thought that he had nailed the GS-2 paper but the actual marks were a rude shock to most of them.
I do not think that many people are going to score above 60 in this one. It was, at the very least, 'reasonably tough'. PubAd guys might have an advantage.
