i don't think ideal answers exists for such type of questions. however few points for socio-cultural hurdles would be: 1) lack of social mobility 2) patriarchal society and male domination. Opposition to participation of women members as SHG 3)lack of cooperation among members 4) lack of motivation from family members + family responsibility of women 5) caste angle 6)language barrier -so communication gap exists 7) traditional norms

just for curiosity do we have any reports on NGOs in India ( erstwhile Planning Comm, Govt of India report or any credible report )
