    2.Risk Sharing:High gestation,more risk due to externalities.Again differences in risk sharing between partners may produce difficult situation


    This point of urs talks about externalities… Won't the ill impacts on env and health aspects will qualify as negative externality of a project…

    Risk sharing arrangement is an important clause of ppp agreement.In a typical BOP ppp,most of the funding is from private partner.Externalities like economic slowdown,inflation,natural calamities etc can affect project development.But private partner has huge funding at stake and so would want more equitable risk sharing.
    So here i am talking abt how externalities can affect project development,and that would compel for changes in risk sharing clause and other consequences.

    I think u r referring externalities as envt. and health aspect caused due to project.But i am referring it other way ie how externalities can affect project development.
    I have said earlier that ppp projects during their development phase can affect envt.But i don't find them specific.Still u can discuss abt them,afterall they are also liabilties on future generation.

    What do you think were trigger point ( source for Questions ) for following questions on GS Paper 2

    1. Olympic and cash award question ? ( Probably a discussion/ debate was there post London Olympics but don't why know this question featured in 2014 Mains)

    2. Penetration of Self Help Groups and its effectiveness in supporting rural development programme ?

    3. Powers, privileges & immunities of Parliament & its members ? ( discussion on Leader of Opposition but was there in debate on Powers, privileges of MPs)

    Examiner bandook chalane thode hi baithe hai jo har question banane se pehle trigger ke baare me soche. :p Dil me aaya to bana diye sawal. Aisa koi rule to hai nahi ke question kisi current events se link hona chahiye.

    for point 3 the trigger point could the whip's conference which happened at Goa. Even RSTV held debate on codification of privileges because of the same event.
