Someone I know used to be a member of the board some years ago, for three straight years, and I was asking him about the entire grading system in the interviews. A few quick points;
1. Although marks awarded by different boards may vary, including the highest scores, they are normalised across the spectrum and the highest marks awarded by all boards on a particular day are almost the same- give or take 5. However, if the Chairperson of a board feels that his highest scorer- after normalisation- deserves higher marks, he can emphatically push for it and such an assertion is normally considered. 2. Average marks in an interview, according to the board members, are 60% through 65%. 3. The marks awarded by the board are consensus-based, as already mentioned by some people here, and the members can influence the Chair to inflate (usually) the marks of a candidate.
First point of yours is absolutely hypothetical. There is nothing called normalization in interview marks be it an interview of CSE or any other exam. In fact this idea of 'normalization' was put forward by DPA in 2011 but the same was never implemented due to lack consensus and chances of 'statistical wrongdoing' in the name of so called normalization in the event of which the Panel would be held responsible.
Further, In case of CSE, interview marks are immediately forwarded to DoPT after each session.
Let me take your second point, first. The marks awarded to every candidate in the interview are intimated to the Chairperson of the UPSC at the end of each day, who keeps these marks in his system to be released only at the time result corroboration. After all interviews are over, the final marks list is prepared by the evaluation division and they forward the list of successful candidates to the examination division. This list is "coded" (so that the evaluation division itself does not know the names/roll numbers of the qualified candidates) and the examination division decodes it, checks whether the marks forwarded by the evaluation division (including the subjects opted, et al) are the same as the decoded candidate's. In this entire paraphernalia, no where is the DoPT involved. As mentioned, the intended purpose is to minimize the change of hands of information. Another point in favour of this arrangement is that some candidates- a few, perhaps- have parents/close relatives in the civil services, and if the DoPT is involved in the process, the chances of results being leaked are higher- something that no organization would want.
And in response to your first point- I am just quoting what I was told. Addendum, the concept of normalization is not extra-terrestrial, you know. If board A gives, say, 160/300 as the highest score across the interview season and board B gives 200/300 with a number of people between 160-200, wouldn't the candidates in board A be inherently disadvantaged? If the CSE is as sacrosanct as it is made out to be, I believe there has to be a system in place to check such an anomaly. However, if you are very certain of how things groove in the UPSC, I'd concede.

First highlight: Chairperson's system!! UPSC deals with 'n' number of interviews every year. When they have multiple sections for every stage of an exam, why would they want chairperson's system to keep the CSE interview marks?? All these book keeping,routine matters are dealt by secretaries/staff where as chairperson/members are concerned with policy issues, framing rules and regulations, promotions, disciplinary actions etc..
I agree with your coding/decoding hypothesis.
Second Highlight: When the information is coded/encrypted, would it matter how many hands through which it moves?
Third highlight: None of us had any idea of Age/Attempt relaxation until it was put on DoPT website. None of us had any idea of Mains Pattern Change/Syllabus until it was formally declared. When such 'general' information is kept in the dark till the last moment by DoPT( Despite having many meetings, discussions, arguments,lobbies) how come parents/close relatives would come to know their candidate's marks??
I personally know a madam who happens to be a panel member for various interviews, according to her, interview marks are forwarded to the concerned department/ministry at the end of every session. For instance, Combined Medical Services Exam: Ministry of Health & Family Welfare.
For your last point, i second @spirate' s opinion.
The Chairman has secretarial staff as well. His system does not mean his PC, my dear friend. It means that his secretariat has the marks which are released upon his orders.
What will the DoPT do with encoded information? It receives the list of successful candidates after the UPSC announces the results, period. What would it do with their marks? For them, their role starts the moment they have the ranks of the candidates and their cadre preferences- that's when the roster starts.
Should I tell you something very honestly? Many people knew about the pattern change, the axing of one optional subject and other such 'insider' information at least a fortnight before the notification was out. I shan't take any names right now, but maybe if and when we chance upon each other, I'll be a li'l more vivid in my assertions.
Also, let's be clear on one thing- DoPT didn't take out the pattern change notification, UPSC did. I am not sure about the age relaxation notification- maybe that was the DoPT there.
I am sure the lady in question would not give you incorrect information, but I am also very certain of the fact that DoPT does not know the marks of candidates- at least, officially. And this I can say with great certainty.
Anywho! Coming back to the normalization/correction/moderation issue, maybe we can delve on it after the results are out and a statistical analysis is done of the board-wise marks awarded in the interview? I am sure we represent quite a sizable sample.
