    Let us say there are three optionals in the UPSC CSM- A, B, C. The questions and/or the marking of A is very strict whereas that of B and C are not. Essentially, then, a lot of candidates with optionals B and C will qualify and very few/no candidates with A would go through. To prevent such a skewed distribution and maintain a level-playing field, the averages of the most common optionals are so adjusted that they are almost at par. So in the above case, the marks of optional A would be multiplied by a factor greater than 1 OR the marks of the other two optionals shall be multiplied by a factor of less than unity to maintain parity. This, in essence, is scaling.

    is it explained by UPSC itself or a common sense explanation of "scaling"?

    The reason I am so perplexed is that given such a parity factor why the PubAd debacle happened in 2012 when the average of literature optionals were much higher! It should have been nicely taken care of by scaling.
  • Scaling is pretty simple. When all papers are checked, UPSC decides how many people they want with each optional approximately. Scaling achieves that fair and square.

    One may have personal grievances and angst against an organization, but that's how it works in most cases of moderation.

    As mentioned in the discussion posted by @spirate , scaling/moderation is done only when the number of answer copies are greater than a particular threshold. Since the Literature Optional scripts would not have been over that limit, the marks would have been added on an as is basis. PubAd, on the other hand, may have been scaled viz a viz Sociology, Geography, History and such.
