Public administration 2018 papers.. Discussion and speculation about marks

  • Approach to westminister vs indian system qn? Anybody..
    Philosophy of Westminster model :Collective responsibility of cabinet, Role of head of the state, Executives accountablity to legislature, Speaker powers, Privileges to members.

    Political culture in India- Role of head of state usurping other ministries powers, Privileges are being misused(Riggs formalism) , frequent cabinet reshuffles for most favored(Riggs nepotism).

    Examples: Indira Gandhi declaring emergency without cabinet concern, arresting oppositions party members.
    Ordinances. PMO office acting without consulting MEA. Favoritism in cabinet appointments.

    Correct me if my interpretation is wrong.

    The Westminster system is not restricted to the parliament of Britain but includes all three branches, civil services, judiciary, sub federal systems etc. Which is why restricting it to working of parliament is just one part.

    The question was about political culture... Not sure judiciary would be there

    please read westminister on wikipedia, you will get to know it is essentially PARLIAMENTARY system, nothing elese, overthinking kills in public administration
  • does the question hint at excessive centralisation of admin in recent times?
    also can we write the lower than optimal functioning of legislatures, budget and more than 40 bills being passed without any discussion and likewise in state legislature functioning avg no. of sitting days etc.

    Philosophy of WM= Accountability preference over stability + Collectivism over individualism

    Features of WM = Dual Executive, Merit based CS, L-E intermingling, LS power to dismiss govt etc

    How indian Political culture is at odds =

    - Accountability missing
    - LS is controlled by majority govt
    - bypassing of Parliament by executive
    - Opposition for the sake of opposition
    - subject political culture
    - corruption cancer
    - show me the man I will show you the rule
    - partisan politics
    - misuse of privileges
    - non participative governance
    - president is not rubber stamp but working prez
    - collective responsibility weak etc

    Conclusion=

    However inspite of limitations both have shaped future evolution of each other in india. With maturing political culture in india Westminster model with indian uniqueness realising it's core philosophical objectives.

    Rural development programmes have failed to effectively address the problems of small and marginal farmers.” Analyse and give suggestions.
    I think Small and Marginal farmers (as they are 'farmers' ) come under min of agri and farmer's welfare.
    Under Min Rural Devt, i can recollect only 1 scheme is there w.r.t. small and marginal farmers MNREGA that too meant to be a temporary one.
    so can we list
    hurdles in PM Fasal Bima Yojana ,
    in PM Krishi Sinchayee Yojana,
    problems in marketing due to poor rural infra,
    lack of awareness of govt schemes meant for small and marginal,
    Unfinished agenda of land reforms leading to non-economical land holdings, making agri unviable
    lack of irrigation facilities,
    Ad hoc solutions like Loan Waiver
    Lack of resources
    Low productivity due to lack of use of modern farm tech
    poor targetting of PSL loans to small and marginal farmers,
    erratic monsoon, effects of climate change etc... i.e. a generic answer
    and respectively list the solutions

    Please can someone tell what exactly Q demands

    What are Rural Devt Programmes for small and marginal farmers?
    Rural development programs evolved form area based to target focused to integrated mission based.
    Integrated: Power supply, irrigation, road connectivity, skills deve, economic aid, asset creation through MGNREGA.

    However the small and marginal farmers are facing challenges implies the programs didn't address their issues effectively.

    Reasons:
    Committees or reports are centralized without active participation of local bodies,concerned group not even local technical depts.
    Land record modernization crucial for the development programs are not implemented in full fledged manner.
    Rural dvee programmes are bureau centric .
    Funds audit, programme evaluation is not done effectively.

    Suggestions:
    District council set up.
    Funds social audit
    MIS set up in district administartion for progame evaluation.
    Flexibility to operate the programmes according to local needs.

    Examples from existing successful programs with dsahboards real time monitoring.


    True democratic decentralisation of functions, effective socail audit of funds and implementation of progams letter and spirit is essential .

    * This is my approach . Appreciate any suggestions.

    I can think of IRDP & MNREGA w.r.t. small and marginal farmers
  • bhai logo insiders saying pub ad butchered again, is their info credible, last time i was highly satisfied with my performance and got only 106 in p1, was a shocker for me, how many of you suffer from such issues??? lets coordinate with each other and plan to remedy these
  • Bro, u can't rely on any random info, if some one writes well he will be awarded marks.. But yes expecting very high marks in pub ad can be very discouraging after result..
  • But I think I may be true paper was tough , but people on telegram are claiming paper was easy than previous years
