1. Attend immidiately. Give all possible first aid. Call for help. Police/ambulance/ppl around.
2. If ambulance late.ask for help take auto/car. Make it to hospital asap.
3. Ensure the victims reach hospital = my first and ONLY priority at that time.
4. Call police / relatives. Give ur details to police/explain briefly. Now ask to go for upsc. Take number of police/hospital.
5. Reach upsc.
6. Tell them problem. If mentally stable plus time of day left reschedule request for same day. Otherwise next day onwards.
7. If they agree ok. Or approach higher authorities. Make call to hospital / police for veracity check.
Now assumed two scenerio
1. They agree it is done.
2. They dont - i go court. Here two scenario :-
2.1 i get my due. 2.2 i don't get.
Finally assumed worst case - I lose my career - so whatttt ! Saved two precious lives ! >> ALREADY BECAME A PUBLIC SERVANT , IAS I WILL TRY AGAIN AND BECOME LATER ALSO !

-Already legal things mostly there but problem is implementation and more importantly Ethical lapses.
Here quoted ARC 2 - Rule of Law only checks perversity of Mind not heart - Rule of Ethics needed here.
Gave 4 5 points on Rule of Ethics part.
concluded in ethical tone.
PS- Not sure whether this much focus on ethics will be appreciated or not!
Even my approach was on similar lines but ended with giving representation to ministry of personnel and Pmo and also use of Twitter to consider my case on compassionate grounds...

1) Assure the workers a separate enquiry with their representation.
2) Identify if the death occurred due to his being in a drunken state or would have occurred even if he wasn't drunk. If latter, compensate him fully.
3) Even if death due to drunken state of worker, give some compensation to the family depending upon economic condition.
4) Work on strengthening safety and raising awareness about rules so that these don't happen again.
