  • Has somebody attempted the 100 case studies of lukmaan that is available in orn? Are they relevant?
    Not attempted yet fully , but its a mix of easy level to lengthy level questions , intial questions are pretty easy for someone who has already attempted the exam before , lengthy level ones can be attempted , if ur in orn get it , just go through it once and u can frame the answers as well , Bakki inputs toh u can get from forumias as well

  • This is very informational thread and its nice to see that everyone is open to share their answers. I am still learning on the answer writing techniques so it would be great if we can take more questions of Ethics paper.

    Case : You are posted as Tahsildar of a very backward taluk (tehsil). You have received complaints that many of your subordinates do not treat the public well. Especially, those belonging to lower castes and women are made to wait for months to deliver them a basic government service. Your initial meeting with your subordinates reveals that they have no sense of accountability and have been serving under officers who were very corrupt and had no vigil on their subordinates. In the first meeting, their behaviour indicates that they have political masters and care very less in discharging their duties.

    How will you change this attitude? Discuss your options, their merits and demerits. (250 Words)


    In an unrelated yet relevant development to the case study, Former CEC Quraishi applauded the election commissioners for the highest level of integrity and efficiency in the conduct of Rajya sabha elections. He put a lot of emphasis on the fact that the institution of EC has over the years set highest level of examples of integrity and therefore, even if there was suspicion that newly appointed EC’s were party men then also they performed well coz of the work culture established in the Election commission. However, on the contrary in this case study the work culture of Tehsildar office is up for a toss and slack and ill attitudes developed by the employees. This needs to be tackled at different levels to set right the wheel of public service.

    First external environment which developed such attitudes need to be changed. This can be done as follows: Lead by example, outline the rules for the organisation and tell the staff to adhere to them strictly, disincentives for not working properly like penalising. Further, to test the ground reality if the staff has changed and get feedback from ground, set up mystery service seekers (own men), put cctv cameras in waiting rooms to keep a track, set up a helpline and complaint forum and advertise it sufficiently.

    Second, the political links of staff has also come to light. Make it clear to the staff that politicisation of bureaucracy is not allowed and they can be penalised under relevant sections if they use political influence to do acts of commission and commission.

    Demerits of taking such actions can only be to the extent of personal difficulties of getting ire from staff at best and powers that be in the area at worst in short term. But these are relatively weaker losses and public shall be served at all costs and once public starts liking the officer then powers of the area will have to take that into consideration as well. Thus, all the reason to crack the whip on the staff.

    I'm not qualified to comment with authority because the last time in wrote mains (2014) I got only 86. But one piece of advice - do a lot of practice - answer writing. It really helps solve one's dilemmas. Especially if you feel you have content but not structure
    If you feel you lack content in the paper while attempting, then probably others can suggest regarding books.
