From ethical perspective, examine why is it important to promote prison reforms ?
Certain rights such as life, liberty, freedom are fundamental to humans. These shall not be violated except with due process of law. In this background, 1. It is unethical to subject under-trials to large period of confinement. 2. It is unethical to undermine prisons as correctional centers thereby making hardened criminals. 3. It is unethical to limit legal facilities due to poor economic status of convicts.
Some countries even provide for conjugal rights with the objective to keep the family bonds intact. Objective is smooth integration with the family and society once sentence is complete. Other reforms like psychological aid shall be promoted. However, a caveat shall be added for heinous crimes.
Prison reforms shall not be seen in isolation. They are intertwined with Police, Legal & Judicial reforms.
Hence to promote overall welfare of society, prisons reforms are important.
Need to emphasize more on ethical dimensions You can add High occupancy ratio Human right violations-custodial death Lack of hygiene and basic amenities,poor food quality. Transparency and corruption issues Unequal treatment -sanjay dutt episode etc.

I think writing a little bit of theoretical/conceptual background will make the answer more complete. You should do that rather than directly going on examples or practical aspects.

In my opinion, they are not just asking ethical angle but ethico-administrative angle. Not a paper of philosphy. If relevant, writing acts in fact, will positively add value to the answer.
For Ex. We should highlight SC/ST prev of Atrocities if cases involves such issues.
Cases have to be analysed with reference to Constitutional, Legal, Professional and not just moral framework.
