IVC mein question direct Hai yaar ..whether there is evidence of awareness of horse? Just because there have been some burial remains found does not mean horse was known to them.Jab bhi IVC mein domestication of animals padha Hai toh yeh he padha Hai that there was no knowledge of horse as it has not been depicted anywhere.

but speed with respect to which system?? if we compare it with dictatorship it is slow if compare with communist it is slow if compared to council of minister it may be slow or fast council of minister in uk is faster as conpared to cabinet under mms
dude cabinet is different from council of ministers....council of minister is responsible to parliament aka desh ki jantha...but cabinet is for quicker decision. mein galat mara ye question....just keep indian parliament while analysing no need to compare it with other forms. some ministers like minister of state for home ,ministr of state railway they to are ministers but not part of cabinet.
