Hello mr. Politburo.. Are u on some kind of mission to dismantle Ncert or wat... Why the obsessed man.. No body I knw of ever said is the final interpreter of constn.. Just saying its the primary basic book which upsc usually goes with... Regards to answr... Whatever would b the answer upsc is the final interpreter anyway so... Relax dude..

If this were the case, the answer to the SDG question last year would have been Club of Rome. But the final key tells us it was not. People last year also vehemently quoted XII Pol Sc. NCERT but it turned out to be incorrect.
Besides in the past couple of years or so, coachings like Insights are trying to game the system by making people mug up every comma and full-stop of NCERT through their test series.

In subjects like history, geography you may be correct to some extent.
But not in polity.... Class 9th NCERT is no authority on SC... SC judgements even though incorrect it may seem is binding on everyone in the country.
And as I have pointed out NCERT makes many mistakes....
