Are all the schemes launched by government fall under some ministry by rule ? Like SBM, digital india, skill india, spmrm, smart city are all are launched by a particular ministry or simply GOI can launch a program?
Are all the schemes launched by government fall under some ministry by rule ? Like SBM, digital india, skill india, spmrm, smart city are all are launched by a particular ministry or simply GOI can launch a program?
GoI can launch a program without necessarily marking ministry which will oversee it. But any program of sufficient expense and administrative requirement would be put under control of some ministry.. Otherwise who will be accountable to actions/works under that programme (like when question is raised in Parliament, corresponding minister has to reply etc.) ?
Some new programs may not be allocated any ministry immediately (they would be under PMO control or Niti ayog etc.) but as the allocation and expense increases it becomes imperative to allocate a ministry or department or residual ministry like pmo.
UIDAI was earlier under NITI but was shifted to IT ministry.. after its importance incresed after aadhar bill n all.

Doubt: If universe created out of big bang of very small condensed mass....then where was that mass before creation of universe......
Because Energy and mass are convertible! the famous Einstein equation describes it as E=mc^2 so that small condensed mass was tooo condensed and having almost infinite energy.. at t=0 it started expanding and the energy (nuclear fusion and fission) got utilized in creating mass.

You know we could look at theories, like @Maverick33 has suggested, but at the end of every one of them you'llfind this t=0, when there was supposedly infinite energy Which contradicts even the most modern observations of the Red Shift--that observes that not only EM waves from far away galaxies are red shifted but they are increasingly slowing down... Now if there was infinte energy at t=0, and some of it converted into mass at the Big Bang...Infinite -Something =Infinity, so that must mean that energy is still infinite, no reason for slowing down galxies now , is there??
