For students in final year, degree certificate should be presented only at time of interview na? But I am already a graduate. So will the same rule apply for me too?
This is bothering me...Please guide about this! Thanks.

Earlier it used to be like that. Starting roll nos. got UPSC exam halls in mains. And they are quite comfy indeed. So, everyone scrambled to fill the form in the first hour itself after opening of online link.
But UPSC got a whiff of it. For past 2 years - 2015 & 2016 - UPSC is giving Dholpur House to roll numbers in the fag end. Above 6 lakh.
So, now it's all a matter of luck - the most defining parameter of the game called UPSC.
Thanks @gt2015 , @bilbo_baggins , @Indian_Cheetah @Indian_Cheetah what do u suggest me? I know it is luck as u explained well but still when should I fill my form to atleast increase my chances of getting dholpur house? TIA
See, filling the form earliest has its advantages. You may not get Dholpur House (UPSC Bhavan), but you will get some centre inside Delhi, like you dont have to get up early and travel for one or two hours to write the exam. People who fill late, as far as I have seen got centres far off, like in outskirts. Few of my friends left before night and stayed in a hotel instead.
On the flip side, you might be the first ones to be called for interview if you get through mains too. Some say its random and some say its state-wise and some say its roll number wise....

Yes it is true. Upsc allocate dholpur house if you choose your center as delhi and if your roll number fall between 0 to 4000.. I have given my pre there and it's totally true. But after crossing 4000 roll number allocation of center is totally random in nature.
Delhi has becomes a very risky choice for Mains center now a days. Especially with schools like Daisy International, Rohini and one other in Najafgarh. It's like Russian Roulette.
If not a resident of Delhi it's better to opt for hinterland centers. Ahmedabad and Chandigarh are becoming popular options, I don't know the exact reasons though.
Elsewhere too, you may expect an above average quality of seats at least.
