Can we just fill Home State/UT Declaration using pdf reader/microsoft word and then attaching the signature we alredy scanned for prelims?? This way we can avoid taking print then filling and then again scanning and uploading.

Yes you can... But it will unnecessarily put an unwanted iota of stress in ur mind until the UPSC receipt mail comes to you... better 2 get it scanned in market...

I have a question regarding uploading "the scanned copies of certificates showing educational qualification.."
Those who have done BSc. (Comp. Sc.), BCA or similar courses but have Math, Physics or any other mentioned discipline as one of the subject being studied in BSc. or BCA, are you uploading the merksheets as well? Because the certificates will not have the list of the subjects written on them
is it necessary for candidates in govt services to show NOC? In instruction they wrote only written declaration to be given. no mention of NOC. pls tell whether they ask for NOC or not during interview?

No-one ask for any NOC at the time of interview, not even about the declaration if you haven't informed your employer. The situation can be created only when your boss sees your name in list and informs UPSC that He/She has not informed us in written form
There in employment information, in the end it asks- "Whether you have been selected or applied for U.P.S.C Examination..." What exactly does it as? Which exams are we giving presently or which exams we have given in past also? Plus, it gives options: CSE-pre, CSE- mains, IFS-pre, IFS-mains etc.
