There is a Chief Commissioner for Income Tax for every state, and high positions in every State Finance Ministry.. (Almost 50 Top officers right there) But there are only two RBI Dty Governors..
There can't be 20k IRS officers! The Cadre strength of IRS IT is about 5k and something similar in customs. There's no way it can go anywhere near 20k

Well you are wrong in comparing Deputy Governor with Chief Commissioner. Deputy Governor is surely a Secretary level post, and it is nearly impossible for IRS officers to become Secretary to the government of India(as of now). RBI atleast reserves 2 seats for Grade B officers. Moreover if you want to become secretary, you have to join at the age of 22-23. But this is not the case with RBI, where an officer joining at the age of 25-26 also has a shot at Deputy Governor post.
