I have read the draft. I personally find it very lengthy. Also you have tried to explain your objections in very detail which in my opinion is futile because they are already aware of the past changes and current pattern.
I have a few suggestions
*Please keep the draft a maximum 1 - 1.5 pages only. *They have asked for suggestions, so we need to give them suggestions, and not petitions. * Suggestions should be point-wise, each suggestion followed by a short reason for the same.

I think the most potent argument for increasing the age limit or giving extra attempts as compensation or woman issue is not on the humanitarian ground ( It would been better if we call it an issue of human rights violation) but its on the ground of justice. Denying candidates ample opportunity to prepare for an exam and and declaring them failure is destroying their dignity and proving them inferior to those who are successful. Its like awarding death sentence to the intellectual inside a human being. Its making him/her weak for his entire life at least in the social life around.
Since its a case of human rights violation I would suggest to send the petitions to the NHRC as well.
