Q. How does the Strategic Contingencies Theory of organizational design deal with problems arising from sub-unit centrality and non-substitutability? Ans. Strategic Contingencies Theory focuses on tasks that need to be done in the form of problems to be solved, thus de-emphasizing personality. If a person does not have charisma but is able to solve problem, then s/he can be an effective leader. The leader is in demand as only he can solve the problem and deal with future uncertainties. Every sub unit has knowledge of itself and have no knowledge of other sub units. That’s why they depend on central or leader for information. When there is no other alternative to replace leader i.e. if he is non-substitutable then the solution provided by him has to be accepted. To deal with the problem of centrality and non-substitutability an organisation need:- a. Better flow of information. b. Better structuring of sub-units so that they are less dependent on centre. c. Knowledge sharing between different sub-units.
The question speaks about particularly organizational design & sub units. Contingency theory emphasizes situation based approach to design & hence if the stated problems arise it might solve by establishing some units that will share responsibility & reduce dependency. On the other hand by establishing such sub units there is a possibility that some of these units itself might get unequal importance right.
I think generally it will be sub units are established --> Sub Units become central to execution of some / all programs --> the sub units become indispensable or sub unit non- substitutability.
Q. Taylor's contribution on scientific management has not only been an emphasis on technicism rather an emphasize as an educator and social reformer. Elaborate.
Ans: Taylor, rightly called the father of scientific management, has not merely emphasized on technicalities of work. Instead he put forward the ideas of a visionary educator and reformer.
Taylor, the social reformer: (i) Taylor's mental revolution has earned him the sobriquet of a radical conservative. His proposition that the workers and managers are mutual benefactors and not contenders is nothing less than a social reform movement. (ii) Taylor opposed both capitalism and socialism(which he called half philanthropy), thus, creating a new pathway. (iii)Taylor brought in an era of scientific temperament into everyday life and work.
Taylor, the educator: (i)Having started his life from the shop-floor and risen up, Taylor theorized from his experiences, not from blind academic understanding. (ii)Taylor emphasized the need for right training. (iii) His proposals of individual performance based differential piece rate wage system is a motivational tool to deal with soldiering, inspite of it being mono-motivational.
Thus, Taylorean scientific management is not blank technicism but the woork of a social reformer and educator.
