I think it may make more sense if the guy is from Bihar. Amartya Sen released a famous book on Bihar the arguments of which Bhagwati contested.

This debate took place in the context of the launch of a book called The New Bihar: Rekindling Governance and Development. It hasn't been written by Sen, but I think he was there at its release
whew this is a tough one! No idea about stealth technology components, Bihar model of development or this Bhagwati Sen model.
Prof Bhagwati & Prof. Arvind Panagariya believes in the invisible arm of the market to trickle down the benefit to the bottom of the pyramid (i.e. Market mechanism and autonomy for improving Social indices). Whereas Prof Amartya Sen is of the opinion that in crucial social sectors the State must Directly Intervene as market mechanism in developing society are not always efficient and equitable. In brief he does not endorse the contraction of the State at the cost of the Market.....
It is in this regard that even the subsequent question (viz Bihar vs Gujarat Model) must be seen! It is not entirely a political question. This is a question of political-economy and the natural clue is from the original question (viz Bhagwati Vs Sen Model).
Infact Prof. Amartya Sen has been quite critical of the Gujarat Model which believes in minimum government and maximum market (although its GDP may be attractive, but on most social indices Gujarat lacks). So Sen is more a supporter of Bihar Model which along with Growth wants to "directly" intervene in the Social Sector.
I guess that idea was not to fall in the trap of the cacophony of Modi vs Nitish Kumar but to purely see it from State Direct Intervention in Social Sector vs Market Mechanism for improving Social Indices....

The Bhagwati Sen thing was a pretty high profile affair last year. They were yelling at each other everyday in the newspapers. Hope I can pull that puss-in-boots face off
@rookie@sananthan guys, i have second hand info to support my view. I recently spoke with an IPS probationer whose friend told the panel that he didn't know the answer, for 8 straight factual questions and still managed to score 200+. If I like to play hockey (I do) and don't know about the recent changes introduced in the game, then it is a sin. But to not know what components are used by stealth technology or for that matter the positions taken by the economists in the debate should be alright.
