MSP serves as price signal to farmers and are issued by early June.
Kharif Crops: MSP to increase by 150% and to incentivise crops having high sugar recovery rate.
NITI Aayog has said: The responsibility should be of state regarding procurement, storage and disposal of crops with partial central assistance Pay farmers difference between Market price and MSP Involve private agencies in procurement procedure
One more point as I have read earlier in newspaper - Pay farmers the price difference between market rates and MSP without any crop procurement --> Best suitable options as adopted in developed countries and didn't breaches the rules of WTO (food security norms)

1. as per latest data as submitted by India to Wto- of past 10 years and of last 3 years in year 2017 - clearly states- subsidy by india- for rice is 6 percent, and for wheat is negative 1 percent
few sources-a. 2nd may 2018- livemint b. nd economic times-2nd may 2018
2. food security act- it wont breach limits in India case- as per officials and govt statements- as first peace clause already there, and second it is within limits already
3. another better option available to india is- "cash for food "- if it costs say rs 18 per kg, and govt wants to give it at rs 3 per kg- give food stamps of rs 15 for per kg to consumers, { similar very successful usage can be read of Brazil implementing it for maternity benefits- or some other social scheme-cant recall now }
or DBT-jan dhan etc- just ensure that that money transferred can be paid only for payments at PDS shops,
or issue smart cards- the whole thing will be legal as per wto requirements,
positive- also it will ensure that people are able to redeem coupon at any shops-among pds shops- so incentive for shopkeeper to be honest {not like nayak movie pds shop measuring cup case }
4. paying farmer price difference without procurement-needs same quality crop and that too with honesty in assessing officers-
USA case- most crops are GM seeds crops, { organic type sold at premium by themselves }- not to government for procurement- so quality is more or less same, less affected by weather extremities { faltu additional- except hurricanes-so geographically limited- but crops major production in RED states- republicans winning- central usa-so unaffected by hurricanes etc }
India case- a. quality not uniform-even wheat pricing at procurement centre depends upon moisture content of grain- checked by their assessing officers-joh bol diah -woh final-more than certain level of moisture containing grain is not procured by govt agency b. gm seeds coverage limited c. monsoon dependent
now see Jugaad way of india working if India pays directly to farmers - agar procurement na karei govt and pays directly- 1 kg production ko 10 kgs production dikha diyah jayega on papers- with benefit of 9 kgs- being distributed equally between few corrupt officials and few jugaadu farmer, agar market mei laa ke dikhana parei to claim price difference- neighbour ke utha lao crop and also it will raise cost of farmer-transportation-as jaha leh ke jaana ho-that may not be selling centre for farmer-as govt not procuring
5. why India opposing-
a. its big concern not for India directly-but for poor and under-developed countries-including African countries and small under-developed islands- India has to depict itself as leader of under-developed world and developing nations- and for same reason China also supporting the cause..poor countries do not have enough money to give farmers directly or ensure safe transfer and usage for 'cash for food' case
b. developed countries-especially europe want- that food procurred by govt- should not be allowed for exports-as normally buffer stock of India is always more from past few years-this clause if incorporated-will harm India- as buffer will get spoilt-as over limits mostly, poor nations to which india exports will get harmed, India exports wheat to Iran - as part of oil payments- which will be double blow to India...but its just a topic of discussion and that too by Europe backing only- its not in agreed upon principles of Wto- so not a major concern as of now
