As they say, our Police Forces can't be the first one to fire. They retaliate only when they are attacked. The Naxals/Underworld/Criminals can identify a cop but it is much more difficult for the Police to differentiate between innocent citizens and enemies of the State. The Police can't fire at will (and rightly so)
The Naxal movement has lost any ideological relevance (mostly) and it is just a fight for power and dominance. They destroy the infrastructure and facilities, the deficit of which were said to be responsible for birth of extremism (among other factors).
Now I would like to make some corrections (To the best of my knowledge) Our forces are now equipped with some of the best arms and ammunition (relatively) The days of Enfield .303 are over! Our Police Forces, State Police as well as CAPFs are so well trained and equipped that it is almost impossible to ambush them, face-to-face. That is the reason behind Naxals usingLandmines. (I am talking specifically about the Red-Corridor/LWE Areas.) Whenever there has been a face-to-face encounter, not once have the Naxals prevailed!
Its a war, a long drawn one at that. Its Ballot - vs - Bullet. Its Democracy/Free-Will - vs - Armed Rebellion. Its Development - vs - Disparity (Some of these Maoists have such luxuries that would put Mao to shame!) However, I am sure, at the end of it, We, the people of India shall win!
