Provide fundamental right to health,increase health expenditure to 2% GDP,provide universal access to diagnostic ,medicine,other medical service to all ppl in govt hospitals,per capita expenditure on health to increase to 3800,etc.missing one or two points,point that I was forgetting was to create health cess on line with education cess
