Yes... After civils interview only... Because after declaration of results they need 1 week to declare schedule of interview and after that minimum 15 days gap to start the interview .. so there are less chances that it will complete before 4th Feb.

Last year 2 January Ko aa gaya tha Mains result..
Aur agar abhi result declare nahi karte hain, toh fir IFOS interview, CSE interviews khatam hone ke baad hi shuru honge....
