नौकरशाही में बदलाव के नाम पर मोदी सरकार का नया स्टंट मोदी सरकार का एक नया स्टंट लाँच हुआ है जिसे लेकर आशावादी बहस में जुट गए हैं। इस स्टंट का भी बाक़ी स्टंट की तरह मक़सद यही है कि लोग बहस करें कि कुछ हो रहा है ख़ास कर ऐसे समय में जब कुछ नहीं हो रहा है के सवाल सरकार को कस कर घेरने लगे हैं। यह नया स्टंट है संयुक्त सचिव स्तर के दस पेशेवर लोगों को सरकार में शामिल करना। सरकार के आख़िरी साल में यह ख़्याल क्यों आया जबकी इस तरह के सुझाव पहले की कई कमेटियों की रिपोर्ट में दर्ज हैं और पहले भी बाहर से लोग सरकार में आए हैं। यही नहीं सरकार भारी भरकम फ़ीस देकर सलाहकार कंपनियों की सेवा भी लेती है।इन ग्लोबल कंपनियों के नाम बताने की यहाँ ज़रूरत नहीं वैसे एयर इंडिया की बिक्री के लिए भी ऐसी एक कंपनी की सेवा ली गई। तो सरकार को पेशेवर सलाह देने वाले की कमी नहीं है। दस संयुक्त सचिव के आने के बाद भी पेशेवर सेवा के नाम पर यह खेल चलता रहेगा। निश्चित रूप से नौकरशाही में बदलाव की ज़रूरत है। सबसे बड़ा बदलाव तो यही है कि इसे राजनीतिक दखल से मुक्त किया जाए। आप दिल्ली में देख रहे हैं क्या हो रहा है। नौकरशाही यहाँ सरकार का विरोध कर रही है। सहारनपुर के एस एस पी के घर बीजेपी के सांसद भीड़ लेकर घुस गए। भारतीय पुलिस सेवा संघ से निंदा आने में कई घंटे गुज़र गए। निश्चित रूप से एस एस पी के घर पर हुए हमले की जाँच का कोई नतीजा नहीं निकला होगा। ऐसे अनेक उदाहरण दिए जा सकते हैं। सबकी आँखों के सामने न्यायपालिका में दख़लंदाज़ी का खेल चल रहा है और लोग दस संयुक्त सचिवों के आगमन से नौकरशाही और सरकार के पेशेवर हो जाने को लेकर आशान्वित हैं। मैंने क्यों कहा कि मोदी सरकार स्टंट सरकार है। 30 नवंबर 2014 को प्रधानमंत्री मोदी ने गुवाहाटी में पुलिस प्रमुखों को संबोधित किया था। एक नया जुमला गढ़ा SMART POLICE हो। S- strict and sensitive, M- modern and mobile, A- alert and accountable, R- reliable and responsible, T - tech savvy and trained. ध्यान से देखेंगे कि ये सारे शब्द एक दूसरे के पूरक हैं मगर एक जुमला गढ़ना था इसलिए अलग अलग इस्तेमाल किया गया। जो पुलिस strict होगी वो alert और responsible भी होगी और ये तीनों बिना ट्रेनिंग और स्वायत्तता के नहीं हो सकती। क्या आप बता सकते हैं कि चार साल में हमारी पुलिस कितनी स्मार्ट हुई ? क्या पुलिस सुधार नौकरशाही सुधार का हिस्सा नहीं है? प्रधानमंत्री के इस जुमले के दूसरे वर्षगाँठ पर पुलिस सुधार के लिए संघर्ष करने वाले प्रकाश सिंह ने नवंबर 2016 में इंडियन एक्सप्रेस में एक लेख लिखा। इस लेख में कहा कि दो साल बीत गए मगर इस मामले में कुछ भी नहीं हुआ। जो सरकार आख़िरी साल में नौकरशाही को बदलने का जुमला गढ़ रही है क्या वो बता सकती है कि उसके इस दो साल पुराने जुमले की प्रगति रिपोर्ट क्या है? प्रधानमंत्री का फ़िटनेस वीडियो देखेंगे तो समझ आ जाएगा। उस वीडियो को देखकर कोई भी बता सकता है कि मोदी अभ्यास का अभिनय कर रहे हैं। वे सिर्फ चल रहे हैं। उनकी उम्र के कई लोग उनसे ज़्यादा फ़िट हैं। ज़ाहिर है अभ्यास के अभ्यस्त नहीं हैं। उनका जादू कमाल का है कि लोग हँसते भी हैं और मान भा रहे हैं कि अभ्यास कर रहे हैं। बेशक प्रधानमंत्री जुमला गढ़ने में सुपर फ़िट हैं। इन्हीं प्रकाश सिंह ने सितंबर 2016 में एक्सप्रेस में ही लेख लिखा था कि पुलिस सुधार के आदेश के दस साल हो गए मगर कुछ नहीं हुआ। जबकी सुप्रीम कोर्ट मोनिटरिंग कर रहा है। प्रकाश सिंह ने इस मामले में सभी राज्य सरकारें और केंद्र को दोषी माना है। लिखते हैं कि कम से कम दिल्ली में ही आदर्श क़ायम हो सकता था। सुप्रीम कोर्ट के अनुसार एक कमेटी तो बनी मगर आप सरकार के आने के बाद एक बैठक तक नहीं हुई जबकि इसमें मुख्यमंत्री और उपराज्यपाल दोनों सदस्य हैं। 22 सितंब 2016 तक एक भी बैठक नहीं गई। आगे का पता नहीं है। क्या वाक़ई भारत सरकार पेशेवरविहीन है? फिर कोई बताएगा कि इंडियन इंजीनियरिंग सर्विस, इंडियन इकोनोमिक सर्विस और इंडियन रेलवे पर्सनल सर्विस क्या है? एग्रीकल्चर रिसर्च सर्विस क्या है? क्या ये सेवाएँ भारत सरकार के अलग अलग विभागों को पेशेवर सेवा देने के लिए नहीं हैं? क्या इन्हें बंद किया जा रहा है? क्या इन्हें भी बेहतर नहीं किया जा सकता था ? इंडियन इकोनोमिक सर्विस का गठन 1961 में हुआ था। इसका उद्देश्य था- The IES was constituted in 1961 with the objective of institutionalising a core professional capacity within the Govt to undertake Eco analysis. हिन्दी में यही सार हुआ कि इस सेवा का गठन सरकार के भीतर पेशेवर क्षमता के सांस्थानिक विकास के लिए किया जा रहा है। इनके अधिकारी 55 मंत्रालयों और विभागों में रखे जाते हैं। क्या इनमें से कोई भी क़ाबिल नहीं था वित्त सचिव बनने के लिए ? इंडियन इंजीनियरिंग सर्विस भारत की कठिनतम परीक्षाओं में से हैं। इन सबका आयोजन यूपीएससी ही करती है। मैं नहीं मानता कि इन काडरों में क़ाबिल लोग नहीं होंगे। इस सेवा में प्रतिभाशाली इंजीनियर ही चुने जाते होंगे। क्या सरकार इनकी सेवा लेती है? क्यों नहीं इसी सेवा के किसी अधिकारी को सड़क निर्माण मामलों के विभाग में सचिव बनाया जाता है। यह मिथक गढ़ा जा रहा है कि भारत सरकार पेशेवरविगीन सरकार है। प्राइवेट कंपनी में काम कर लेने से ही आप पेशेवर नहीं हो जाते हैं। भारत की नौकरशाही में पहले से ही पेशेवर सेवाओं की व्यवस्था है। जो सरकार के आँकड़ों की सार्वजनिक जवाबदेही से लेकर नौकरशाही की जटिल प्रक्रिया को भी समझते हैं। यह अजीब तर्क है कि पेशेवर ही समस्या का समाधान है। बहुत से डाक्टर आई ए एस बनते हैं। क्या कोई अध्ययन है जो बताए कि अभी तक कितने डॉक्टर स्वास्थ्य सचिव बने हैं? मोदी सरकार में एक डॉक्टर को स्वास्थ्य मंत्री बना दिया गया लेकिन तुरंत ही हर्षवर्धन हटा दिए गए। आई आई एम के छात्र भी आई ए एस में आते हैं। उनके अनुभवों और हुनर का लाभ सरकार ने कभी लिया है? इसीलिए इसे नौटंकी कहता हूँ। अब जब सवाल पूछे जाएँगे तो नौकरशाही में पेशेवर कमी को पेश कर दो। उस प्रोपेगैंडा का क्या हुआ कि नौकरशाही पर मोदी का संपूर्ण नियंत्रण हैं। सच्चाई में है भी । मोदी ही बताएँ कि नतीजा इतना औसत क्यों हैं? वे ख़ुद भी तो कथित रूप से दिन रात काम करते हैं। वही बता सकते हैं कि घंटों भाषण और उसके लिए दिनों यात्राएँ करने के अलावा वे काम कब करते हैं । बीच बीच में प्रचार के लिए वीडियो शूट भी करते हैं और किताब भी लिखते हैं! कमियाँ नौकरशाही में है या नीतियों में हैं? ख़राब नीतियों की जवाबदेही किस पर होनी चाहिए? इसका जवाब आप दें ? बाहर से दस संयुक्त सचिवों की तैनाती ठीक है मगर यह स्टंट भी है। जिसमें ये सरकार माहिर है।
understand question first. Its asking which process.. there are three process- knowlege by education, health, skill development. Intangible wealth is property of human capital its not process by which its created. Intangible is post event phenomean. I hope u got the point. This question is not debatable. Ans is only 2. However those citing 2&4 as and they cud not understand question and mixed process and property. If it asked " which are process and property of human capital than ans cud beboth. bhai please read this The IRNSS-1I is overall eighth satellite to join ISRO’s NavIC navigation satellite constellation. It replaced IRNSS-1A, the first of seven navigation ... only 7 satellite..last one was only replacement of the first

सरकार इनकी सेवा लेती है? क्यों नहीं इसी सेवा के किसी अधिकारी को सड़क निर्माण मामलों के विभाग में सचिव बनाया जाता है।
यह मिथक गढ़ा जा रहा है कि भारत सरकार पेशेवरविगीन सरकार है। प्राइवेट कंपनी में काम कर लेने से ही आप पेशेवर नहीं हो जाते हैं। भारत की नौकरशाही में पहले से ही पेशेवर सेवाओं की व्यवस्था है। जो सरकार के आँकड़ों की सार्वजनिक जवाबदेही से लेकर नौकरशाही की जटिल प्रक्रिया को भी समझते हैं। यह अजीब तर्क है कि पेशेवर ही समस्या का समाधान है। बहुत से डाक्टर आई ए एस बनते हैं। क्या कोई अध्ययन है जो बताए कि अभी तक कितने डॉक्टर स्वास्थ्य सचिव बने हैं? मोदी सरकार में एक डॉक्टर को स्वास्थ्य मंत्री बना दिया गया लेकिन तुरंत ही हर्षवर्धन हटा दिए गए। आई आई एम के छात्र भी आई ए एस में आते हैं। उनके अनुभवों और हुनर का लाभ सरकार ने कभी लिया है?
इसीलिए इसे नौटंकी कहता हूँ। अब जब सवाल पूछे
जाएँगे तो नौकरशाही में पेशेवर कमी को पेश कर दो। उस प्रोपेगैंडा का क्या हुआ कि नौकरशाही पर मोदी का संपूर्ण नियंत्रण हैं। सच्चाई में है भी । मोदी ही बताएँ कि नतीजा इतना औसत क्यों हैं? वे ख़ुद भी तो कथित रूप से दिन रात काम करते हैं। वही बता सकते हैं कि घंटों भाषण और उसके लिए दिनों यात्राएँ करने के अलावा वे काम कब करते हैं । बीच बीच में प्रचार के लिए वीडियो शूट भी करते हैं और किताब भी लिखते हैं! कमियाँ नौकरशाही में है या नीतियों में हैं? ख़राब नीतियों की जवाबदेही किस पर होनी चाहिए? इसका जवाब आप दें ? बाहर से दस संयुक्त सचिवों की तैनाती ठीक है मगर यह स्टंट भी है। जिसमें ये सरकार माहिर है।

aur ye sab intangible wealth hai..matlab agar mere paas land nahi..koi properrty nahi..paise nahi..par agar main educated hoon..agar mere paas koi skill hai..to iska matlab ye to nahi mere paas wealth nahi hai..wealth hai par intangible
