  • I think i misjudged the question and focussed less on changing their attitudes ...Thankyou
    Am I going in the right direction ?
    1. Stakeholders invilved viz. Me, subordinates, local politicians, effected local people/community
    2. Highlight ethical, and administrative issues involved -
    eg. for subordinates- Lack of professionalism, sense of duty, integrity ,
    for local ppl- lack of awareness abt their rights, collective strengths ,
    for political leaders.- political neutrality, service ethos Etc.

    As a result of all the above, huge disservice to the ppl specially the vulnerable ones for which the state n administration hav the highest resp.

    Now, how to change attitude:-

    Options:- 1.) Seek transfer as messy , unmanageable situation 2.) Senior ko pakdo 3.) Take strict action straightaway as no respect for law, authority 4.) Show patience, leadership and adopt a mutidimensional and stakeholdership approach to further institutionalization of participatory goverbance.

    Will adopt option 4;
    My course of action;-
    1. Obligations on me- leading from front, tipping point leadership yet adopting a stakeholdership approach.
    2.action for subordinates - carrot n stick , pressure, persuasion i.e, reward & punishment related incentive system and setting up proper Behavioural/attitudinal traings, workshops ,; warnins followed by exemplary punishment or reward as per thr case. Keeping higher ups in loop n confidence must for this.
    3. For office/ workculture - process reengineeing, then citizen charter in the mefium term made with a stakeholdership approach
    4. My actions For ppl - most important, as now formal accountability is making way for social/demand led accountability. So making them aware, vigilant and active participant in governance rather than passive beneficiaries so, social campaign taking along community influencers, local achievers, local bodies, civil society, ngos, thus convergence of all social n administrative resources at disposal to infuse participatory governance. Nukkad nataks, camapaign along with school kids , vernacular mefia play impt role in this.
    Nice approach. But , I would like to point out that , I am not a district collector there but just tehsildar which implies that I will have limited flexibility with respect to arranging workshops etc.

  • How much important is reading ARC ethics in governance. I have been writing answers daily on ethics.Will it have significant impact on answers.Plzz tell.

    This is purely my personal opinion.

    You can keep it for reading when you're taking a break. Just highlight important points - a lot of it can be remembered by two readings of the text before exam.

    Also the facts/suggestions/ethical issues that are given in clear cut terms - try writing them. Overall your written notes might not exceed 7-8 pages but they will form the crux of the recommendations.

    Benefits - loads of confidence, and you'll have some recommendations on your tips which though might be obvious in other ethics stuff also - but with the mention of it being an arc recommendation-will carry a lot of weight.

    Then in your answer writing you can practice mentioning the recommendations in appropriate contexts - practice will be complete then :)

  • Those who wrote mains last time - can anyone tell if they got good marks in ethics despite not attempting the factual questions of part a (Gandhi - 7 sins etc) .

    Case : You are posted as Tahsildar of a very backward taluk (tehsil). You have received complaints that many of your subordinates do not treat the public well. Especially, those belonging to lower castes and women are made to wait for months to deliver them a basic government service. Your initial meeting with your subordinates reveals that they have no sense of accountability and have been serving under officers who were very corrupt and had no vigil on their subordinates. In the first meeting, their behaviour indicates that they have political masters and care very less in discharging their duties.

    How will you change this attitude? Discuss your options, their merits and demerits. (250 Words)


    In an unrelated yet relevant development to the case study, Former CEC Quraishi applauded the election commissioners for the highest level of integrity and efficiency in the conduct of Rajya sabha elections. He put a lot of emphasis on the fact that the institution of EC has over the years set highest level of examples of integrity and therefore, even if there was suspicion that newly appointed EC’s were party men then also they performed well coz of the work culture established in the Election commission. However, on the contrary in this case study the work culture of Tehsildar office is up for a toss and slack and ill attitudes developed by the employees. This needs to be tackled at different levels to set right the wheel of public service.

    First external environment which developed such attitudes need to be changed. This can be done as follows: Lead by example, outline the rules for the organisation and tell the staff to adhere to them strictly, disincentives for not working properly like penalising. Further, to test the ground reality if the staff has changed and get feedback from ground, set up mystery service seekers (own men), put cctv cameras in waiting rooms to keep a track, set up a helpline and complaint forum and advertise it sufficiently.

    Second, the political links of staff has also come to light. Make it clear to the staff that politicisation of bureaucracy is not allowed and they can be penalised under relevant sections if they use political influence to do acts of commission and commission.

    Demerits of taking such actions can only be to the extent of personal difficulties of getting ire from staff at best and powers that be in the area at worst in short term. But these are relatively weaker losses and public shall be served at all costs and once public starts liking the officer then powers of the area will have to take that into consideration as well. Thus, all the reason to crack the whip on the staff.
