A legal right can be curtailed or amended sometimes by an Executive action if the provision exists in the law that granted the right. like right to walk on a public street at any time of the day can be curtailed by the executive.
But a constitutional right is in most cases considered as inalienable to the subjects. some not all can be overriden only in extreme cases Right to vote-constitutional+legal(326+rpa 1950) Right to be elected-legal Hence it's legal

In DD Basu its written...based on the principle given in A 326 ....parliament has been given power to form law to regulate elections .......which is RPA ....so RTV is legal.... edit : as voting and voting rights are regulated by RPA
