According to the Handbook for Members of Lok Sabha:
"A Bill can be introduced either by a Minister or by a Private member. In the former case it is known as a Government Bill and in the latter case it is known as a Private Member’s Bill."
I stand corrected. (Any bill introduced by a non-minister is a private member's bill, whether the person is from ruling party or opposition)

Yeah even I observed the same thing. Some articles mention it as private bill and others refer to it as private members' bill, so I guess it is one and the same thing.

Now, a private bill targets a specific group. It can be be introduced either by a member of parliament or by a person who is not a member of parliament. If introduced by MP, it would be a Govt. Bill. If introduced by Person other that MP, it would be a Private members' bill.
Of the 300 odd Private Members’ Bills introduced in the 14th Lok Sabha, barely 4% were discussed; 96% lapsed without even a single debate in the House. Till date, Parliament has passed 15 Private Members’ Bills. Six of these were passed in 1956 alone and 47 years after passing ‘The Supreme Court (Enlargement of Criminal Appellate Jurisdiction) Bill, 1968’ that became an Act on 9 August 1970. Rajya Sabha has passed Rights of Transgender Persons Bill, 2014 on April 24, 2015, which is pending to be passed in Lok Sabha.

So the transgender persons bill is a private bill as well as private members' bill. So media can use any one of the terms.
