A REPRESENTATION THAT CAN REDUCE MAINS CUT-OFF BY 25-30 MARKS

Well many of us (who have written mains) have often missed the cut-off and chance for interview by as few as 15-20 marks. Well, I would like to bring to your notice a fact that you people already know that there are some candidates who are keep getting selected again and again and for rank(and service) below what they have previously got. For example, a person getting IPS rank 200 in 2012 can be getting rank 300 in 2013 and 400 in 2014 and the like. However, there are 2 points to note in such instances. Firstly, an IPS selected candidate opts(writes preference in DAF) only for IAS and IFS in the DAF. Still he is allotted rank 400 which is normally IRS Customs or Revenue. In such scenario, the person does not join the service and naturally IRS Customs/Revenue is allotted to the candidate next in merit list. So far so good but the anomaly here is that when such candidate had not opted for IRS in DAF why was he considered in the first place for ALL the services(which are normally above 1000) in UPSC notification in compiling the MAINS RESULT declared for conducting the interview. Such candidates should have been considered ONLY for IAS/IFS or the preferences mentioned in DAF. Since UPSC mentions that 2 to 3 people would be called for interview per seat and then considers all the candidates who have not even opted for those services(such as IPS, IRS, Railways, Postal etc) then practically those who have given preference for such services in DAF goes down below 2 candidates per seat(which is in contradiction of notification). Such a practice not only wastes time of UPSC/DoPT but also increases the cut-off for mains by 20-30 marks for all categories. If we request UPSC/ DoPT through representation to take cognizance of such issue (since they have preferences from DAF before Mains), then who knows such anomaly is rectified and mains cut-off is reduced by 20-30 marks( as normally there are at least 600-700 such candidates and 1 mark has on an average 10-15 candidates) and many deserving candidates can at least appear in the list. We can check the marks of selected candidates in Lists on DoPT website and see that there are plenty who had barely crossed the mains cut-off and thereafter got high marks in interview to appear in the list. So many of us would stand benefitted and hardly anyone stands to lose. So kindly ponder over it. We should send a representation regarding this.

  • pls disregard the erased line.. i meant that to be included but somehow it was crossed by a line which shouldn't have been there. ... i have rectified it in the subsequent post. thanks
  • most people would still miss cutoff by 15-20 marks
  • You'v got a point...but is it practically possible ??
  • most people would still miss cutoff by 15-20 marks
Thanks for telling me that but original objective as mentioned in the title is to get the mains cut-off reduced and open the avenue of interview and a chance to secure lower Class 1 or Group A jobs. if u can understand that
  • You'v got a point...but is it practically possible ??
yes if either UPSC or DoPT pays heed to it and if 15000 people writing mains at least 3-4000 send representations both to UPSC and DoPT and to training academies. even academies are perturbed with people joining and leaving thereafter whch also costs the exchequer.. this can be written to finance ministry and to PM for economy drive... Also, Nigarverkar committee had recommended that already those selected should get only 1 more attempt to improve rank and not unlimited attempts.. Further, those who have joined IPS have an extra edge in ETHICS paper as they gave guidelines to handle law-order case studies. This is against principles of natural justice and at least 250 IPS write the exam having an unfair edge. all these facts should come to the notice of UPSC and DoPT. I can draft a representation, people will have to download, sign and post.. but we need at least 1000 volunteers who have written mains. Bottomline is we would only resort to MODERATES' politic of petitioning and i wont come down on streets as Extremists. However street action gives an immediate and wide publicity.
  • You'v got a point...but is it practically possible ??
With some experience I am telling., this idea is practically impossible to be working
  • This can be submitted to Baswan committee.
UPSC is too rigid an organisation to even look at this issue.
  • What can be done.. This is the 1st instance where representation is really needed..

Well.. I too have suffered due to this...

    We can send a representation..

why is the idea impractical?. they have IAS and IFS seats with them and DAF of all candidates with them .... max it will take 3-4 more working days... + we can also campaign that selected people should get only 1 more chance for rank improvement. This Nigaverkar Committee had recommended and if Basawan Committee too recommends, it will have definitely some weight..
