@all Why AFSPA has been imposed only NorthEast & Kashmir and not LWE areas which are also disturbed areas?
AFSPA was mainly imposed to deal with insurgent and separatist tendencies. The disturbed conditions that emerged in 1950s in NE and 1990s in Kashmir needed army intervention as State Police found it difficult to maintain law and order, and this could be justified only through the enactment of a legislation. It gave credence to Art 355 which allowed Central govt to intervene in the interest of the nation as threat were foreign in nature too.
It is true that State police could have been engaged but the nature of disturbance aggravated by state-sponsored terrorism required greater ammunition and firepower. Indian Army meets these two requirements.
LWE is a different issue. The use of ideology and brainwashing the youth needs to be tackled with care. Army deployment would have escalated tensions. Considering the continued expansion of the so called red corridor, even CAPF deployment needs to be re-thought. However, at present, the training afforded to police forces are best suited to tackle LWE given the nature of the terrain and their familiarity with local issues. In the longer run, solutions must aim to address structural issues like backwardness, employment and poverty alleviation.

The basic problem in North east and kashmir is different than that in areas of LWE. The demand picked up in Kshmir and NE is that of secessionism while LWE wants to overthrow the government and build a new rule while staying within India. This is what i think

CRPF(not CAPF) deployment rethought?I dont think state police are trained enough to fight Naxals. State police mandate is mainly law and order duties.They can't perform counter guerilla warfare operations. So a specialised force is very much needed to effectively tackle LWE Familiarity of local terrain is okay and even to some extent AP greyhounds flushed out naxals for a brief period of time. But Dandakaranya region is spread out to 4 states.It needs coordination among state forces.Then inter -state tussle starts.So state police can only assist CRPF and not replace it

This term is used in war time situation, when army takes charge of defence and offense and the paramalitary forces and border guarding forces and police acts as second line of defence. second line of defence also takes care of logistics and ammunition needs along with protecting civilians.
