sir I appeared in csat 2015 as sc caste eligibility 37 years(last attempt), but i did not appear in csat2011 though applied . can i utilize the chance given to csat 2011 people who applied but not appeared .

1_ The Electoral contest is based on the first past the post system,which ensures proportionality of representation. 2_The task of superindence, direction and control of elections has been entrusted by the Constitution to the Election Commission of India. 3_The Parliament of India has The power to make laws for the conduct of elections. 4_ There is a bar to interference by court in electoral matters and no elections to the parliament and state legislature may be questioned except by an election petition.
______Please explain it , I know 1 is absolutely correct, why 2_3 is not correct and yes 4 is also correct. The answer given is 1 and 4 but I think all are correct.

What do u mean by exhaustible attempt? Inspire of cat order , 2011 applied but not written , were not allowed to write 2015.
@godarisrinivas, I talked to the lawyer who is filing a contempt case against upsc. There is a very good chance that 2011 applied people will be given an extra attempt in 2016 irrespective of any other such disqualification, as the same thing was followed in 2015 notification for 2011 appeared candidates.

There are 24 cadres for ias.
Is it possible or are we allowed to give cadre preferences for less than 24 cadres ?
If somebody wants to fill only 12 cadres in DAF for cadre preferences, then is it allowed ?
