i would go for an echo or a stone but honestly i thought abt an echo instantly when i read the question .on a lighter note,the navy guy was trying to find the answer himself since sonar's not up to the mark with our warships and too many incidents eventually leading to the resignation of the chief.trying to earn some brownie points,haha!!!

1. Drop a stone, assume vertical fall, time its descent and compute distance. :P Distance = height of hillock = 4.9 x (time) squared
For timing the fall, use your heartbeat\pulse as a crude indicator.
2. Throw a stone, assume projectile motion, but that would require knowledge of initial velocity = no go.
3. Echoes, as himanjin pointed out. Yell and record time it takes for echo to reach your ears. Use your pulse as approximate timer. E.g. at roughly 60 beats per minute, if it takes 5 beats for echo to reach you, time taken is 5 seconds => distance to reflecting surface is approx. 850m. If the surface is a cliff opposite to the hill, you have the length of the base of the triangle; if it's from the valley (i.e. there is no cliff), then you have the length of the hypotenuse.
4. You should know how tall you are. So drop a shadow on the ground, estimate the length of shadow (can't be that hard). Angle made by shadow to the vertical can now be found, since tan A = your height\length of shadow. Use tanA to find the height of hillock using data from 3.
If that doesn't satisfy him, offer to jump off the cliff and time your fall to death.
