I don't know how many of you have seen this.
Mrunal just got a reply for his one more ground breaking RTI. Excerpts of Nigvekar Committee reforms directly copied from

So, remove group-B jobs from Civil service exam. (indirectly hinting that Group-B should be recruited by Staff Selection commission.)
And among the group A jobs, create two separate civil service exams- one for [IAS, IPS and IRS], while second separate exam for other remaining group A jobs.
2) Donot allow past-toppers to re-appear in the exam more than once.
3) Donot allow people with less than 50% in graduation to sit in prelims.
4) Prelim score card should have validity of two years (Meaning “senior player” should not be forced to prelims give again.)
5) Give specific booklist along with syllabus. (to get rid of coaching menace)
6)Three days interview, Group discussion, psychological-profiling similar to SSB.
7) Each interview candidate should be interviewed by “ALL boards” then take average score, so there is no biasedness.
8) In the elite Management colleges, you need to send a “admission-essay” before interview, Nigvekar recommended similar system before UPSC interviews.
9) Consolation prize- those who fail in interview should be given atleast some non-gazetted posts or alternative career opportunity.
^this just a “trailer” of the third chapter of his report. (He has written total six chapters). But, the Most interesting part: UPSC’s own research wing gave input to Nigvekar that:
CSAT paper- II favors Urban English medium candidates and it is hurting rural candidates.
Candidates with poor command over general studies are qualifying because of their good command over aptitude. (Since even the best candidates in general studies, cannot score beyond a point in GS paper- given its toughness). Thus, graduates from non-science/engg. background are hurt in the competition.
Nigvekar clearly mentioned ^this in chapter 3 of his report. No wonder, why UPSC was hellbent on hiding this report from RTI queries!

The most studious person completes their graduation (after entering college at 17) by 20 in general streams. Nigavekar sahab seems to only want these people to get 5 shots. The average person would complete their graduation by 22-23; docs / some engineers / lawyers do so by 23-25 on average (at least 22+). None of them would get their 5 shots. This 25 age limit would be highly biased against these people. IIT+IIM guys would also suffer. Most technical graduates would be eliminated by this.
