Sometimes, you feel that you are going to top and then sometimes when you read an excellent answer, you think that you won't even qualify for interview. But gold shines when it is put in fire. 1. Do you agree with “The conditions of the urban poor are more deplorable than that of their rural counterparts”. Also, Critically assess the impact of urbanization on the socio-economic situation in India 25M, 250W
2. “A major vulnerability of India is the proliferation of illicit small arms and ammunitions manufactured overseas”.Despite this India and other nations abstained to sign the recent Arms Trade Treaty. Why? Comment on the validity of India’s stand and suggest measures to make ATT more conducive. 250W, 25M
3. Examine the relevance of the clinical trials in India under the growing cases of misuse of the standard process of informed consent of the participants. Do we need a newer Clinical Trial policy? 15M, 150W
4.In your opinion, why has India’s GDP growth slowed so much, from nearly 10% year on year in 2010-11 to 5% today? Was annual growth of almost 8% in the decade from 2002 to 2012 an aberration? Critically examine. 25M, 250W
Poverty, with all it’s evil consequences is an all pervading phenomena in India cutting across caste, geographical locations, religion and communities. The urban poor face a slew of problems that are unique to their situation like 1) Non availability of land resources that is a highly priced commodity in urban areas and hence poor access to credit through land collaterals 2) Ghettoization and highly crowded slum areas with their attendant consequences of increased crime rate, violence against women, outbreaks of epidemics, chronic diseases like asthama and insecurity of land tenure. 3) Cost of living is generally higher in Urban areas 4) Government schemes like MNREGA,NRLM, NRHM are focused on rural areas and the poor in urban areas are deprived of their benefits 5) The local self governments can afford direct participation through Gram Sabhas in rural areas while municipal organizations remain more distant as LSG institutions 6) The problems of pollution and ‘job stress’ are higher in urban areas The rural poor on the other hand suffer from lack of infrastructure, low job opportunities, low opportunities of social, educational and cultural progress, lack of institutional finance and feudal society. The difference between urban and rural poverty is one of ‘kind’ and not ‘degree’. The government on it’s part is experimenting with pilot schemes like PURA to bridge the rural-urban divide. Urbanization has lead : 1) A society where interactions are more contractual and formal as compared to personal and informal in rural areas. 2) Increased emphasis on merit and dilution of feudal and patriarchal mindsets in the society. 3) Increased consumerism and commodification coupled with the emergence of a global villages where linguistic, communal and regional identities break down and gives way to a composite culture. 4) Rise of the urban educated middle class which is politically conscious and the harbinger of socio-economic change as demonstrated by the anti-corruption movement. Urbanization presents a peculiar set of challenges for policy formulation. A well –planned grooming can make these urban centers ‘the face of a transformed nation’ while political apathy can turn them into seats of chaos and anarchy.
India has recently abstained the Arms Trade Treaty on the following grounds :
1. It will give unilateral power to the exporting countries to impose any condition favourable to it on the importing nations
2. ATT has also failed to stop proliferation of small arms and ammunition to terrorist, insurgent groups, non-state actors and organised crimes organisation.
3. Also India as matter of security concern is willing to establish joint ventures with foreign arms and ammunition and defence equipment companies. And if this ATT is passed it will create problem for india in terms of severe sanctions of arms and ammunitions but the defence equipments.
India also re-iterated that to make the ATT conducive exporter countries shall do the following :-
1. while exporting end-users information should be also furnished 2. exporting countries shall avoid exporting the arms to the countries having internal conflicts. 3. exporting countries should also avoid sales of arms suspected of promoting terrorism, insurgnecy, extremism etcc.
