It was british policy of maintaining status quo in afganistan. British was routed in first anglo-afgan war in 1842. Despite pushing it's entire might , the difficult terrain helped in favour of afgans.
Afganistan had strategic location. British wanted to occupy it to check expansionism of russia directly. But after the defeat , it was thought that afganistan should be used as a buffer state and british limited themselves to durand line. Hence the name 'masterly inactivity'.
