if they had kept hindi it would have been biased but not without it...but still i can see why the non-english students are frustrated...but i get usoc logic of having administrators adept in one common language as its an all INDIA service....and an admintrator needs to know english to be able to function efficiently at an all india level or outside india in todays globalised world....

correction ...hindi language is kept i guess...so its clearly biased change....they should have removed hindi as well to make it uniform....
There is nothing as a separate Hindi Language - its just that the question papers will be bi-lingual. Again, if 25 candidates are available in any specific medium, the questions will be available in that language and English. Hence, I fail to understand the so called biased change.
Again, I didn't apply in MPSC or CPSC as they had compulsory papers of regional languages and there is no hue and cry with the change. But when it comes to UPSC, why are vernacular aspirants so obsessed with the previous format of exam and don't want the new pattern to be implemented.
Its UPSC's game and you must play by its rules - if not, better apply for your respective state PCS.

@S_Deepam, Why should upsc permit hindi alonwith english in the blingual format when constitutionally its not a common official language of india and work in various states is carried out in english as well as their state language?....if hindi speaking guys can give mains in hindi but the other language guys uncomfortable in english format cant appear with thei9r mpther tongue,clearly they are gonna be angry and imo its a biased thing....infact i am surprised that only few states have protested....upsc should remove hindi as well and allow people to appear only in the language of their graduation...that would be a uniform change....
It's a biased change particularly to discourage vernacular languages. I don't find any rationale in choosing chemistry to Telugu when I'm a B.Tech in CSE. It is like compelling me to take chemistry but not Telugu where both are not useful for an administrator.
imo they will remove hindi as well in the next year....i would get that change as there needs to be a commonality of language for an all india services or foreign services and clearly that would be english....
