What is the difference between New Public Administration and New Public Management?

what is the difference between new public administration and new public management? i.e NPA & NPM. i did not understand the difference and they both look similar to me.very confusing.can someone give a list of comparison between the two.i know this is not the right time to ask Pub Ad questions, as it is time to prepare for preliminary exam, but i have taken pub ad in haste in october-november, and i have too many doubts.can somebody help plz?

    this is a very basic question...my suggestion to you is read mohit bhattacharya once...all will be clear..pubad is a very self explanatory subject...u can even do on your own..don't know why you have "too many doubts"

    The keywords for NPA are Relevance, Values, Social Equity & Change. The advocates of NPA had a complaint from the traditional PA that it was not relevant to the current needs of the society. It was value-neutral. No concern for social equity & taking care of the underprivileged. Hence NPA began under Dwight Waldo.

    NPM on the other hand seeks to introduce the element of 'market-orientation' in PA. Called for roll-back of the state & more role for the market. Hence increase competition in the process. Keywords are - Economy, Efficiency & Effectiveness.

  • N.P.A focused on a role for public administration nd more pro-active role of the state.. it is also focus on participation, decntralization, mutual co-existense nd social equity.. N.P.A has 3 important attacks to PA
    (1) relevance
    (2) values
    (3)social equity.
    OR
    N.P.M is a management philosophy used by governments since the 1980s to modernise the public sector nd it is based on neo-liberalism philosophy which views citizens as a clients nd provides them various alternatives for choice, it emphasise to the market model of govrnance. it believes in 3Es
    (1) economy
    (2) efficiency
    (3) effectiveness.
    N.P.M addresses beneficiaries of public services much like customers.. :)

    NPA is a revisionary movement that seeks to reinvigorate Public Administration making it more responsive to meet the challenges of contemporary times. It seeks to revitalise the state focusing on its relevance, equity, values, change and client-orientation.

    NPM is a movement that seeks to reinvent the role of state, applying management philosophy to administration. It says - the less the govt the better the govt. It rational is that govts should be more business like (thread of Woodrow Wilson's vision), should be net earner's and not spenders.
  • New public management (NPM) denotes broadly the government policies, since the 1980s, that aimed to modernise and render more effective the public sector. The basic hypothesis holds that market oriented management of the public sector will lead to greater cost-efficiency for governments, without having negative side-effects on other objectives and considerations.

    New Public Administration is an anti-positivist, anti-technical, and anti-hierarchical reaction against traditional public administration. New Public Administration traces it origins to the first Minnowbrook Conference held in 1968 under the patronage of Dwight Waldo. The 1960s in the USA was a time of unusual social and political turbulence and upheaval. In this context, Waldo concluded that neither the study nor the practice of public administration was responding suitably to the escalating turmoil and the complications that arose from those conditions.
  • NPM is the application of private management practices to the public sector based founded on the dual theories of 1) Public Choice Approach & 2) Neo Taylorism

    It arose in times when there was skepticism and trust deficit regarding the public sector. Marred by corruption, inefficiency, poor public service delivery. This was in contrast to the private sector, which was free from any bureaucratic pathologies, was found to be efficient and served its clients well. Naturally, there was curiosity over what made the private sector so successful while the public sector lagged behind. It was found that it was the difference in management techniques and overall philosophy of the private sector that made all the difference.

    Thus arose the movement for importing the private management techniques and philosophy to govt organisations to make them truly
    economic, efficient and effective.
  • Public choice - one of the twins pillars of NPM says that the people have an invariable right to choice between agencies for service provision, and that for public services, the state monopoly must end and be replaced by institutional pluralism.

    Neo Taylorism entails the application of Taylor's principles at work to to bring output efficiency at work, something alien to public organisations.
