Does not Hill Development Programme conflict with Special Category States. Have both programme merged or what. The only diff i can see is that hill devp program runs at some scattered areaa also like some taluka of maharastra, some dists of ktka, TN & kerala. Otherewise 90:10 ratio and other things seems to be same. I didnt find any concrete info.
